A. 
There is hereby established within the Department of Solid Waste Management the position of Recycling Coordinator.
B. 
The Recycling Coordinator shall be under the supervision and authority of the Director of the Department of Solid Waste Management.
C. 
The Recycling Coordinator shall have the following duties:
(1) 
Establish, perform and publicize educational programs in furtherance of the borough's recycling efforts.
(2) 
Act as liaison between the borough and state and county recycling programs.
(3) 
Investigate and report to the Mayor and Council on the availability of funds from any private or public sources to be used in the borough's recycling efforts.
(4) 
Upon the approval or at the direction of the Mayor and Council, apply for funds from any private or public sources to be used in the borough's anti-littering or recycling efforts.
(5) 
Compile, prepare and submit recycling tonnage reports to the New Jersey Office of Recycling in accordance with rules and regulations adopted by the Department of Environmental Protection therefor and to the Bergen County Utilities Authority.
(6) 
Prepare a monthly registration form and semiannual recycling collection forms for use by the owners, lessees and/or occupants of all premises not receiving municipal sanitation services in the borough and compile and maintain said forms.
(7) 
Receive and handle complaints and inquiries from the public respecting the recycling efforts and report thereon to the Director of the Department of Solid Waste Management.
(8) 
Perform such other duties as may be required by law or from time to time prescribed by the Mayor and Council.
D. 
The Recycling Coordinator shall be appointed by the Mayor subject to the advice and consent of the Council to serve for a one-year term expiring on December 31 of the year of appointment or until the appointment and qualification of a successor.
E. 
The Recycling Coordinator shall serve without compensation and shall not incur any expenses without prior approval by the Mayor and Council.
F. 
The Mayor and Council may, with or without cause, remove the Recycling Coordinator at any time.
