Whenever the owner or owners of land within
the Borough have laid out or shall hereafter lay out any street, road,
avenue or other place upon such lands and the owner or owners of more
than 1/2 of the linear feet fronting on such street, road, avenue
or public place or part thereof shall petition the Mayor and Council
to adopt such street, road, avenue or other public place or part thereof
as a public highway, such petition shall be accompanied by a map showing
the proposed width and length of the street, road, avenue or public
place and the proposed type of paving or surfacing, together with
the names of the abutting owners and frontage owned by them respectively
marked thereon, and all angles, courses, distances and points of reference
fully shown.
Whenever any street or avenue within the limits
of the Borough shall be laid out and opened to its full width to be
accepted as a public highway, the roadway shall be the center thereof
and be 3/5 of the full width of such street or avenue. On each side
there shall be a sidewalk 1/5 the full width of such street or avenue.
Said street or avenue shall not be less than 50 feet in width unless
otherwise provided by special ordinance, and at the time of such application
said streets shall be in passable condition. Streets to be accepted
must have at least one terminus at a public street.
Before any street, road, avenue or other public
place is accepted as a public highway, such street, road, avenue or
other public place shall be graded its entire width, including the
sidewalks, and put in condition for public use and to the satisfaction
of the Mayor and Council of the Borough.
Any flagging, curbing, guttering, paving or
any other improvement of any kind, including the laying of any pipes,
shall conform to specifications prepared and approved by the Borough
Engineer and on file in the office of the Borough Clerk.
