It shall be lawful for any authorized organization, as defined in § 476 of Article 14-H of the General Municipal Law, upon obtaining the required license, to conduct the game of bingo within the territorial limits of the Town of Crawford, subject to the provisions of this Article, Article 14-H of the General Municipal Law, Article 19-B of the Executive Law[1] and the following restrictions:
A. 
No person, firm, association, corporation or organization, other than an authorized organization licensed under the provisions of this Article, shall be permitted to conduct such games.
B. 
No bingo game shall be held, operated or conducted on or within any leased premises if rental under such lease is to be paid, wholly or partly, on the basis of a percentage of the receipts or net profits derived from the operation of such game.
C. 
The entire net proceeds of any game shall be exclusively devoted to the lawful purposes of the organization permitted to conduct the same.
D. 
No single prize shall exceed the sum or value of $250.
E. 
No series of prizes on any one occasion shall aggregate more than $1,000.
F. 
No person, except a bona fide member of any such organization, shall participate in the management or operation of such game.
G. 
No person shall receive any remuneration for participating in the management or operation of any such game.
H. 
The unauthorized conduct of a bingo game and any willful violation of any provision of any such local law or ordinance shall constitute and be punishable as a misdemeanor.
I. 
The conduct of a bingo game pursuant to this Article will be subject to all rules and regulations now or hereafter promulgated by the Bingo Control Commission pursuant to Article 19-B of the Executive Law.

This Article shall take effect 10 days after the date of the filing with the Town Clerk of the certificate of the Election Inspectors, pursuant to § 83 of the Town Law, indicating the approval by a majority of the qualified electors of the Town voting on a proposition therefor submitted at a special election held for that purpose.[1]

This Article is enacted pursuant to the authority of Article 9-A of the General Municipal Law of the State of New York and shall be known as the "Games of Chance Law of the Town of Crawford, New York."
Authorized organizations may, upon obtainment of license from the Town Clerk of the Town of Crawford, conduct games of chance within the Town of Crawford, as provided in Article 9-A of the General Municipal Law and as provided further in this Article. Such games of chance shall be conducted in accordance with the General Municipal Law, Article 9-A, with the rules and regulations of the New York State Racing and Wagering Board and with this Article.
The chief law enforcement officer of the Town of Crawford shall exercise control over and supervision of all games of chance conducted under an appropriately issued license. Such officer shall have all those powers and duties set forth in Article 9-A of the General Municipal Law.
This Article shall take effect immediately upon filing with the Secretary of State's office, following its approval at a referendum by a majority of qualified voters thereon at a general election to be held November 2, 1982, pursuant to the provisions of § 24 of the Municipal Home Rule Law.[1]
