No construction permit, demolition permit, house
moving permit, certificate of occupancy or certificate of title transfer
shall be issued with respect to any property for which the payment
of real estate taxes is in arrears. No construction permit shall be
issued for any new construction, as defined in § 560-66B
of the Stone Harbor Code, unless the applicant supplies a plan to
construct equipment and related facilities to accept and receive all
applicable utility lines underground which shall serve the building
or structure, and including but not limited to those required for
all electric, communication and cable TV services in conjunction with
the construction activity related to the building permit.
A. The fee for a construction permit shall be the sum of the subcode fees listed in Subsection
A(1) through (14) hereof, together with any applicable fees for elevators and other lifts found in Chapter
266, Elevator Devices, of the Stone Harbor Code, and shall be paid before the permit is issued.

(1) The building subcode fee shall be:
(a) For new construction: $0.022 per cubic foot of building or structure
volume, provided that the minimum fee shall be $100 and provided also
that accessory buildings of 100 square feet or less shall have a fee
of $50;
(b) For renovations, alterations and repairs and any other construction
not covered by volume computation: $18 per $1,000 of estimated cost
of the work or any part thereof, provided that the minimum fee shall
be $100;
(c) For additions: $0.022 per cubic foot of building or structure volume
for the added portion, provided that the minimum fee shall be $100;
(d) For combinations of renovations and additions: The sum of the fees
computed separately as renovations and additions.
(2) Plumbing subcode fee. The plumbing subcode fee shall
be $12 per unit, provided that the minimum fee shall be $45. Any plumbing
work involving altering or installing drainage, waste, venting, potable
water lines, gas or oil lines requiring a permit will be charged a
fee of six units.

(3) The electrical subcode fee shall be as follows, provided that the
minimum fee shall be $ 40.
(a)
One through 50 electrical fixtures, receptacles or switches:
$40.
(b)
For each additional block consisting of up to 25 receptacles,
fixtures or switches the fee shall be $6.

(e)
Any additional electrical fixtures, receptacles, or any other
device for consuming electric counted at the time of final inspection
and added to the number on the issued permit will be charged for at
the appropriate rate before a final certificate of occupancy will
be issued by the Construction Official.
(4) For each electrical device or unit for consuming electric, i.e.,
range, cooktop, grills, ovens, water heater, dryer, washer, microwave,
freezer, fridge, ice maker, garbage disposal unit, whirlpool, jacuzzi:
$10 per device or unit.
(a)
Range hoods, attic fans, bathroom fans, fixed room ceiling fans,
power diverters, and any motor not over 1 hp: $10 per unit. Any motor
controller: $8 per unit.
(b)
Each motor over 1 hp or part thereof: $ 15, and any motor controller
over 1 hp: $12.
(c)
Any fixed generator (emergency) 5 kw: $ 20. Over 5 kw: $4 per
5 kw or part thereof.
(d)
Any electrical equipment over 240 volts single phase apply for
fee, provided that the minimum shall be $75.
(e)
Temporary pole not exceeding 100 amps with up to four fixed
outlets: $ 55. Temporary pole over 100 amps: $ 65.
(f)
For each service panel of 100 amps: $ 30.

Replacement or relocation of any service entry cable, fire switch
meter socket, or panelboard 100 amps: $ 30.

Swimming pool bonding: $ 100.
(5) Footing re-bar bonding: $40.
(6) The fire code fees shall be as follows:
(a)
Fire permit minimum fee: $ 75.
(b)
One to five smoke and/or carbon monoxide detectors: $40.

(c)
Ansul system - flat fee: $65.
(d)
Sprinkler system:

Additional heads: $8 each.
(e)
Fire pump added to sprinkler system: $50.
(f)
Standpipe: $10 each, each floor.
(h)
Annunciators, bells, horns, strobes: $ 8 each. (If a strobe/horn
combination is used, charge for one unit only.)
(7) The fee for plan review shall be 20% of the amount to be charged
for the construction permit, with a minimum fee of $50 to be paid
before the plans are reviewed. The amount paid for this fee shall
be credited toward the amount of the fee to be charged for the construction
permit. Review fees are not refundable.
(8) The fee for a permit for demolition of a building or structure shall
be $250, flat fee, for all demolition permits.
(9) The fee for a permit for the removal of a building or structure from
one lot to another or to a new location on the same lot shall be $50
per $1,000 of the sum of the estimated costs for moving, for new foundations
and for placement, in a completed condition, at the new location,
provided that the minimum fee shall be $100.
(10)
The fee for a permit to construct a sign shall be $1 per square
foot of the surface area of the sign, provided that the minimum fee
is $ 55. In the case of double-faced signs, the area of the surface
of only one side of the sign shall be used for purposes of the fee
computation. For irregular shaped signs, the square footage shall
be computed by multiplying the overall width by the overall length.
(11)
The fees for certificates of occupancy:
(a)
The fee for a certificate of occupancy shall be 10% of the construction
permit fees, provided that the minimum fee shall be $ 35.
(b)
The fee for a certificate of continued occupancy shall be $
75.
(c)
The fee for a certificate of occupancy granted pursuant to a
change of use shall be $100.
(d)
The fee for a multiple certificate of occupancy shall be 10%
of the construction fee, provided that the minimum fee shall be $
35.
(e)
In computing fees, the result of which comes out to both dollars
and cents, the fee shall be rounded to the next dollar amount.
(12)
All mechanical permitting is covered under plumbing
and fire subcode applications and is inspected by the Borough's plumbing
inspector; all fees are set forth under plumbing and fire.

(13)
The fee for a mechanical inspection in a structure of Group
R-3 or R-5 by a mechanical inspector shall be $75 for the first device
and $15 for each additional device. No separate fee shall be charged
for gas, fuel oil, or water piping connections associated with the
mechanical equipment inspected.

B. Annual report. On or before February 10 each year,
the Construction Official shall, with the advice of the subcode officials
and in consultation with the municipal finance officer, prepare and
submit to the governing body a report detailing the receipts and expenditures
of the enforcing agency and indicating his recommendations for a fee
schedule, based on the operating expense of the agency.
C. State of New Jersey training fees. In order to provide
for the training and certification and technical support programs
required by the Act, an enforcing agency, including the Department
when acting as a local agency, shall collect a surcharge fee to be
based upon the volume of new construction within the municipality.
Said fee shall be accounted for and forwarded to the Bureau of Regulatory
Affairs in the manner herein provided.
(1) The amount of the fee shall be $ 0.00371 per cubic
foot volume of new construction. Volume shall be computed in accordance
with N.J.A.C. 5:23-2.28. The fee for all other construction shall
be $ 0.00190 per $1 of value of construction; in no case shall the
fee be less than $1, which shall constitute the minimum fee.

(2) The Borough shall remit fees to the Bureau on a quarterly
basis, in conjunction with report number R-840B State Training Fee
Report in accordance with N.J.A.C. 5:23-4.5(e). Fees remitted shall
be for the quarter. Checks shall be made payable to "Treasurer, State
of New Jersey."
A certified copy of this chapter, together with
any amendments hereafter made, shall be forwarded to the State Department
of Community Affairs in Trenton, New Jersey.
