The Fiscal Director shall:
A. 
Be at least twenty-one (21) years of age on or before the date of the appointment.
B. 
Have a degree in an accounting-related field or be qualified by previous work experience.
C. 
Have never been convicted of a felony crime, proven by obtaining a criminal history record check from the Pennsylvania State Police Records and Identifications Division.
D. 
While holding the position, be a resident of the City of Greensburg.
The Fiscal Director shall be appointed by the Mayor, subject to approval by a majority of the Council, to supervise the financial administration of the city. If the Council fails to confirm or reject such an appointment within thirty (30) days after it is submitted to the Council, such appointment shall become final.
The Fiscal Director may be removed from office at any time by a majority vote of the total membership of the Council. Action to remove the Fiscal Director may be taken only by a resolution adopted at a public meeting of the Council which shall set forth the effective date of such removal as well as the reason for the same.
Compensation for the Fiscal Director shall be determined by the Council.
The Fiscal Director shall serve as the Deputy Director of the Department of Accounts and Finances. In addition to, but not limited to, any other powers and duties provided in this Charter, the Fiscal Director shall:
A. 
Execute the policies of the Department Director.
B. 
As Deputy Director, supervise and direct the internal organization of the Department.
C. 
Prepare the upcoming budget for approval by the Council.
D. 
Keep accurate and complete accounts of all receipts and disbursements to ensure compliance with the annual budget and capital improvements.
E. 
Disburse city funds pursuant to authorizations for payment made by the Council and ensure that no payment is made or obligation incurred against any appropriation except in accordance with the designated budget appropriations.
F. 
Annually state the Department's accounts and lay the same, together with all related books and vouchers, before the auditors of the city.
G. 
Supervise the accounts and budgets of all departments and deliver year-to-date status to the Director of Accounts and Finances sufficiently in advance of the monthly meeting of the Council.
H. 
Receive all bids.
I. 
Issue all purchase orders.
J. 
Manage payroll.
K. 
Work efficiently with the Council, the City Administrator, and all other agencies.

L. 
Upon termination of duties, deliver to the city all moneys, accounts, property or effects belonging to the city.
M. 
Perform any other duties as designated by the Council or the Administrative Code.[2]
