The City Administrator shall be the chief administrative officer of the City. He shall serve as Deputy Director of the City departments, except the Department of Public Safety and the Department of Accounts and Finance. He shall have all the powers, duties and responsibilities set out in the Home Rule Charter, Act of 1988, August 20, Article VIII, § C-41 et seq. In addition thereto, the Administrator shall:
A. 
Have the authority to delegate the work activities of City personnel, through the supervisors, of the three departments which he serves as Deputy Director.

B. 
Follow through on complaints and requests received from citizens and provide disposition to the Council and department heads.
C. 
Maintain personnel and vacation records for all City employees, except for police officers, whose personnel records are maintained by the Police Chief.

D. 
Review all bid specifications and recommend to the Council which meet the published specifications.
E. 
Administer the grievance procedures as specified by the City's Collective Bargaining Agreements for all departments except for police officers.

F. 
Serve as a direct liaison between the department supervisors and the Council members.
G. 
Countersign all purchase orders from the three departments which he serves as Deputy Director.
H. 
In the absence of the Fiscal Director, serve as a liaison between the Department of Accounts and Finance and the Department Director.
I. 
Determine what departmental purchases are made based upon need and available funding, working in conjunction with department supervisors and department directors of the departments in which he serves as Deputy Director.

J. 
Act as the Human Resource Director and administer all nonemergency/nonpublic-safety human resource matters of all departments.
