As used in this chapter, the following terms shall have the meanings indicated:
PARKING LOT
Includes any place maintained for the outdoor or indoor parking of automobiles or other motor vehicles, where such parking is permitted upon payment of compensation.

A. 
From and after the effective date of this chapter, it shall be unlawful to operate a parking lot within the City of Greensburg without having first obtained a permit therefor. Applications for such permits shall be made, in writing, to Planning and Development and shall contain all necessary information to ensure compliance with the provisions of this chapter, including a description of the location, size, number of cars to be accommodated and any other such information as shall be deemed necessary by Planning and Development.

B. 
An annual license fee for such license shall be as set by the City Council.

The following regulations shall apply to all parking lots:
A. 
No parking lot shall be established or operated in any place where such establishment or operation would be in violation of Chapter 265, Zoning, or any other ordinance of the City of Greensburg.
B. 
No driveway to a parking lot shall be constructed except as shown on the application for a permit and shall not cross sidewalks or cut curbing except as permitted by the City of Greensburg in compliance with ordinances relative to the issuance of permits for driveways.
C. 
It shall be the duty of the owner and operator of each parking lot to maintain the curbs and sidewalks over which such driveway passes in good condition at all times.
D. 
At the entrance of each parking lot there shall be posted a sign or signs, erected in compliance with the provisions of Chapter 265, Zoning, containing the rates to be charged to prospective patrons and a statement of hours of operation of the parking lot. Such statements shall be posted in words and figures of sufficient size to be read by a person of normal vision at a distance of at least 30 feet.
E. 
All parking lots shall have the surface thereof covered with concrete, asphalt, macadam or paving material of sufficient durability that the same shall provide a solid base for parking of automobiles to prevent the creation of mud or movement of the surface.
F. 
All parking lots shall be kept clean and free from dust and refuse at all times.
G. 
All parking lots shall be enclosed by walls, fencing or other structures of sufficient strength and dimension so as to prevent the intrusion by vehicles parked thereon upon any sidewalk, alley or other public way.
It shall be unlawful to park or store in any parking lot any vehicle which is not in a condition ready for use or to permit the parking of any abandoned, junked or partially disabled vehicle in any parking lot.

A certificate showing the existence of a policy of insurance providing at least coverage of $1,000,000/$3,000,000 shall be required.
All fees payable to the city under the terms of this chapter shall be placed in the general fund and used to defray the costs of inspection, supervision and enforcement of the provisions of this chapter.

It shall be the responsibility of the Police Department, the Mayor and Planning and Development of the City of Greensburg to provide enforcement for the provisions of this chapter.
The provisions of this chapter and regulations prescribed herein shall apply to all parking lots, as defined herein, but this chapter shall not be deemed to have superseded, supplanted or to have repealed Article XIV of Chapter 265, Zoning, of the Code of the City of Greensburg.

Any person, firm or corporation violating any of the provisions of this chapter shall, upon conviction thereof in a court of record, be fined an amount not to exceed $600 for any one offense or imprisonment for a period not exceeding 90 days, or both such fine and imprisonment. Each day that a violation is permitted to exist shall constitute a separate offense.
