No person or persons shall, as a group, use the facilities of any park owned or operated by the City of Greensburg if such use shall involve more than 10 persons, unless such person or persons shall apply for a permit for such use on an application to be provided by the city, and unless such permit shall have been granted to such person or persons.

No person or persons shall be permitted to possess or consume any form of alcoholic beverages on or in any park or playground owned or operated by the City of Greensburg except for the possession or consumption of alcoholic beverages sold by or with the permission of the City of Greensburg or its agents and for functions that take place inside the Kirk Nevin Arena at Lynch Field and except for the possession or consumption of beer sold by or with the permission of the City of Greensburg or its agents and possessed or consumed in the halfway house or in the building that houses the pro-shop at Mt. Odin Park.
No person shall allow any animal he or she owns or has in his or her possession to be present on or in any park or playground owned or operated by the City of Greensburg, unless such animal is on a leash and properly controlled by the owner or possessor.

No person shall allow any animal he or she owns or has in his or her possession to be on the premises of Mt. Odin Park or Lynch Field.
A. 
No person shall drive or operate any vehicle or motorized unit of any kind or any bicycle, motorcycle, trail bike, golf cart or snowmobile in or on any park or playground owned or operated by the City of Greensburg except on designated roadways and excepting the golf carts operated by the city or previously permitted by the city, which may be used on designated areas of Mt. Odin Park.
B. 
It is expressly forbidden for any person or persons to operate, ride, propel or otherwise use any vehicle for the conveyance of persons upon the walking and running track located and encircling Thomas Lynch Field in the City of Greensburg.

C. 
Excepted from the provisions of Subsection B herein are those conveyances entirely controlled by parents or guardians who are walking, whose use and purpose is for the conveyancing of small children, such as baby buggies, strollers or wagons, or the handicapped, such as wheelchairs. Such devices are excepted only when being used for conveyancing those persons intended for its use.

D. 
All unauthorized vehicles such as fire trucks, ambulances, etc., are prohibited on the walking and running track at all times except in the case of their use during an emergency. Police vehicles shall also be prohibited on said track except in the case of their daily patrols and during an emergency.

No person shall engage in or participate in any activity or sport at any park or playground owned or operated by the City of Greensburg except in those areas designated by the Director of Parks and Buildings or his authorized superintendents for such activity or sport.

No person shall be present at or permitted to use Mt. Odin Park after 3:30 p.m., local prevailing time, on any day from November 1 through March 31. With the exception of Lynch Field, no person shall be present or permitted to use any other park or playground owned or operated by the City of Greensburg after 9:00 p.m., local prevailing time.

Any person or persons wishing to use the facilities of any park or playground owned or operated by the City of Greensburg after 9:00 p.m., local prevailing time, or at any time in groups of 10 or more persons shall apply for a permit for such use either at the park or playground in question or at the office of the Building and Fire Code Enforcement Department. No permit shall be granted to such person or persons unless the person granting the permit shall have received an application, fully completed, and unless the person granting the permit can be assured by the applicant, in writing, that:
A. 
The use of the park or playground will be properly supervised if after dark.
B. 
Appropriate sanitary facilities exist for the proposed use.
C. 
The proposed use will last no longer than two hours.
D. 
No prior permit has been granted for the park or playground at the same time.
E. 
The proposed use will not disturb or interfere with other uses of the park or playground at the same time.

Any person violating any of the provisions this chapter shall, upon conviction, be sentenced to pay a fine of not more than $600 or be imprisoned for a period not exceeding 90 days, or both such fine and imprisonment. Each hour a violation continues shall be deemed a separate offense.
