A. 
As a result of an increased awareness of security issues in connection with large public gatherings and the need for additional protection for the public as a result thereof, the Village Board recognizes a need for additional security at large public gatherings, including but not limited to special events, due to the large number of persons who attend same.
B. 
Local governments are authorized to adopt and amend local laws that are consistent with the Constitution and general state laws in relation to the government, protection, order, conduct, safety, health and well-being of persons or property in the local government [Municipal Home Rule Law § 10(1)(ii)(a)(11)].
C. 
A Village may, by local law, authorize the employment of persons, not having the status of police or peace officers, for crowd and/or traffic control at large public gatherings, including but not limited to special events in the Village, and in the interests of the public health, safety and welfare.
Pursuant to §§ 4-400 and 4-412 of the Village Law, the Mayor of the Village of Sylvan Beach is hereby authorized to appoint and employ persons, not having the status of police or peace officers, for crowd and/or traffic control in the Village of Sylvan Beach during special events.
In any case where a provision of this chapter is found to be in conflict with a provision of any zoning, building, fire, safety of health local law or code of the Village of Sylvan Beach existing on the effective date of this chapter, the provisions which, in the judgment of the Village Board, establish the higher standard for the promotion of health and safety of the people shall prevail.
