The intersection of Champion Street and Champion Street is a full-stop intersection (at the intersection of North Main and Champion Streets), and a stop sign shall be erected on Champion Street at this intersection. The intersection of Harper's Terrace and Lathrop Street is hereby designated as a stop intersection, and a stop sign shall be erected on Harper's Terrace where it enters Lathrop Street. The intersection of Madison and Franklin Streets is hereby designated as a four-way stop intersection, and stop signs shall be erected on the north and south corners of Madison Street at this intersection. The intersection of Tamarack Drive and Broad Street is hereby designated as a stop intersection, and a stop sign shall be erected on Tamarack Drive where it enters Broad Street. The intersection of the drive leading from the West Carthage Senior Citizen's Housing and Routes 26 and 126 is hereby designated as a stop intersection, and a stop sign shall be erected on the drive leading from the West Carthage Senior Citizen's Housing where it enters Routes 26 and 126. All traffic shall come to a full stop before entering Routes 26 and 126, unless otherwise directed by peace officer or signal, and shall thereafter enter the street with caution.

The intersection of Champion Apartments Drive and Route 126 is hereby designated as a stop intersection, and a stop sign shall be erected on Champion Apartments Drive where it enters Route 126. The intersection of County Road 48 with Martin Street is hereby designated as a yield intersection, and a yield sign shall be erected on Martin Street at its entrance to said intersection from the north.[1]

C. 
The area of Champion Street where it intersects with North Main Street is hereby designated as a slow fifteen-mile-per-hour area, and a sign so stating will be erected at the entrance to this area. All traffic will slow to 15 miles per hour upon entering this area of Champion Street where it joins North Main Street, unless otherwise directed by a peace officer or signal.

D. 
The area of Tamarack Drive between its intersection with Broad Street and its intersection with Bridge Street, including the Tamarack Drive cul-de-sac, is hereby designated as a twenty-mile-per-hour area, and a series of signs so stating the speed limit will be erected along Tamarack Drive in this area. All traffic will slow to 20 miles per hour upon entering Tamarack Drive or the Tamarack Drive cul-de-sac, unless otherwise directed by a peace officer or signal.

No person, firm or corporation shall leave any motor vehicle or other vehicle parked on any public street in the Village of West Carthage, New York, between the hours of 2:30 a.m. and 6:00 a.m. from November 1 through April 1. In the absence of the owner, operator or driver of said vehicle, it shall be lawful for the Police Department, the Fire Department or the Department of Public Works to forthwith remove said vehicle or cause the same to be removed to some suitable place, including a public garage, and the reasonable cost of such removal, including public garage storage charges, shall be borne and paid by such owner, operator or driver at the time he reclaims and takes possession of said vehicle.

A. 
No motor vehicle or motorcycle shall be parked at any place at any time upon any public street or highway in the Village of West Carthage, New York, which has been designated by official signs and markings as a no-parking zone or at a place where it is clearly designated that parking is prohibited.
B. 
No motor vehicle or motorcycle shall be parked on that side of a public street in the Village of West Carthage, New York, which is to the left of the motor vehicle or motorcycle.
C. 
No motor vehicle or motorcycle shall be parked in such a manner as to prevent or interfere with ingress or egress of motor vehicles or motorcycles on private roadways or driveways to property adjoining the public street, nor in such a manner as to impede, obstruct or interfere with the reasonable operation of motor vehicles or motorcycles on and along any public street in the Village of West Carthage, New York.
D. 
One-hour parking will be permitted at the following locations:

No person, firm or corporation shall operate any motor vehicle or motorcycle on, across, along or upon any public sidewalk except to cross a public sidewalk, along or upon a driveway or clearly defined passageway for motor vehicles or motorcycles, where necessary as a means of ingress or egress to property adjoining a public street or highway.

Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $250 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.

Every person convicted of a parking violation for any provision of this chapter other than parking in a handicap zone shall be punished by a fine of $25. Every person convicted of parking in a handicap zone shall be punished by a fine of $100.
