The Township of Kilbuck appoints and empowers the Allegheny County Sanitary Authority to prepare the necessary plans and specifications for the construction of a system of collecting, transporting, treating and disposing of sewage in the Township of Kilbuck, in compliance with the order of the Sanitary Water Board of the Commonwealth.
The Allegheny County Sanitary Authority shall proceed with due diligence and promptness to conduct the necessary preliminary surveys and to prepare the necessary plans and specifications.
The Township agrees that any grant of funds made by the Commonwealth of Pennsylvania to the Allegheny County Sanitary Authority, in connection with sewage or industrial waste treatment and disposal, shall be considered as part of any allocation of Commonwealth funds to which the Township of Kilbuck may be entitled by existing legislation, as an aid in the development of sewage treatment and disposal plans.
The Township of Kilbuck assigns to Allegheny County Sanitary Authority any right or interest it may have in any allocation of funds now available or to become available from the federal government or any department or agency thereof, as a grant or loan, in connection with a report and detailed construction plans and specifications for the construction of a system for the collection, transportation, treatment and disposal of sewage in the Township of Kilbuck, and requests that payment of any such funds be made directly to the Allegheny County Sanitary Authority.
