Parking meter zones and parking app zones are established by the Traffic Control Maps or by temporary regulations in conformity with Article III.

Parking in any parking meter zone or parking app zone on Saturdays, Sundays and on the following holidays: New Year's Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and Christmas, is specifically excluded from the provisions of this Traffic Code.

In all parking meter zones, a parking meter shall be installed for some, but no all, parking spaces. If no meter installation is provided for a parking space in a parking meter zone, payment shall be made by accessing the parking app pursuant to § 210-32. All parking spaces shall be plainly designated by lines or markings on the highway and may be placed either parallel or diagonal to the curb.
Parking meters shall be placed upon the sidewalk or curb immediately adjacent to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter is or is not legally occupied. Each parking meter shall indicate by a proper legend the established legal parking time and, when in operation, shall also indicate on or by its dial or pointer the duration of the period of legal parking and any illegal or over-parking.

Parking app locations shall include all parking meter locations and all locations for which no meter installation is provided. Parking app information shall be posted throughout the parking meter zones and nonmetered zones at locations that are clear and conspicuous.

Every vehicle parked in any parking meter zone or parking app zone shall be entirely within the lines of the designated parking space.

Upon parking any vehicle in a parking meter zone (whether or not meter installation is provided) or parking app zone during the hours of 8:00 a.m. until 5:00 p.m., the operator thereof shall, upon entering the designated parking space, immediately deposit or cause to be deposited in the parking meter controlling such parking space the proper coin of the United States, or use the designated parking app to pay the proper amount, as designated for such parking in the parking space. Upon the deposit of such coin or accessing the parking app, and the placing of the meter or parking app in operation, such parking space may be lawfully occupied by any vehicle during the period of parking time as indicated on the parking meter or designated by parking app.

The coins required to be deposited in parking meters or deposits made to the parking app are levied and assessed as fees to provide for the proper regulation and control of traffic upon the highways, including the cost of supervising and regulating the parking of vehicles in the parking meter zones or parking app zones created hereby, and the cost of the purchase, supervision, protection, inspection, operation, maintenance, control and use of the parking meters and/or parking apps.

A. 
No owner or operator of any vehicle shall cause, allow, permit or suffer such vehicle to be parked overtime or beyond the period of the legal parking time established in any parking meter zone.
B. 
No owner or operator of any vehicle shall cause, allow, permit or suffer such vehicle to be parked overtime or beyond the period of the legal parking time established in any parking app zone.

No person shall deposit or cause to be deposited in any parking meter any coin, or access the parking app, for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time established for any parking meter zone or parking app zone.
No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for the required legal coin of the United States, except tokens issued by the City.
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter.
Nothing in this article shall be construed as prohibiting the City from providing for free parking space for loading and unloading, for bus stops, for taxicab stands or for other matters of a similar nature.
Any person charged with a violation of any provision of §§ 210-27 through 210-37, for which payment of a prescribed fine may be made, may pay such sum in the manner prescribed on the issued traffic ticket. Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the alleged offense and may be accepted in full satisfaction of the prescribed penalty for such alleged violation. Payment of the prescribed fine need not be accepted when laws prescribe that a certain number of such offenses shall require court appearance.

Any person convicted of a violation of this article shall be fined not more than $15 and, in default of payment of fines and costs, shall be imprisoned for not more than 10 days.
