The words, phrases and terminology used herein shall for the purposes of this chapter have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York, except as noted below:
BACKING IN
Parking a vehicle in a parking space in a manner such that the rear of the vehicle enters the space before the front of the vehicle.

COMMERCIAL VEHICLES
Includes any vehicle with a commercial license plate; any vehicle defined as a commercial motor vehicle by the New York State Vehicle and Traffic Law; trucks, buses, taxis and vans, and any vehicle used primarily for the delivery of goods in connection with a commercial enterprise.

FIRE LANE
A zone designated by traffic control devices which shall contain an unobstructed twelve-foot path.
HOLIDAYS
New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Juneteenth National Independence Day (June 19), Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.

METER
A mechanical or electronic device for receiving and retaining the mandated fees designated for parking spaces and for depicting (either digitally, or in the form of a clock, receipt or other method) the amount of time during which a vehicle may lawfully remain in a parking space. This term shall include both individual devices governing the use of individual parking spaces, as well as devices, such as "munimeters," which perform these functions for more than one parking space.

OFFICIAL TIME
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current effect in the State of New York.
PUBLIC PARKING LOT
A plot or parcel of land or building owned and/or leased by the Village of Great Neck Plaza, not including public streets, upon or within which vehicular usage is regulated by traffic control devices.
TRAFFIC CONTROL DEVICES
Parking meters, pavement markings, signs and yellow curbing.
