The Moninger-Allison and White Lawn Area Sewer
Systems and the Meadowlands-Rich Hill Area Sewer System are separate
and distinct sewage systems, and the Township hereby establishes a
separate sewer district to be known as the "Meadowlands-Rich Hill
Area Sewer District," which shall be comprised of the Meadowlands-Rich
Hill Area Sanitary Sewer System, as is defined and described in the
plans and specifications and report dated as of September 1972 of
Duncan, Lagnese and Associates, Inc. and Engelhardt-Power and Associates,
Inc., of Pittsburgh, Pennsylvania, and Canonsburg, Pennsylvania, consulting
engineers.

The following schedule of sewage service rates
for the Meadowlands-Rich Hill Area Sewer System be, and hereby is,
adopted by the Township; provided, however, that no charges shall
be made and billed until complete sewage and collection service is
being rendered:
A. Meadowlands-Rich Hill District.
(1) Operation and maintenance: $20 annually or $5 per
quarter.
(2) Sewage treatment: $1.50 per 1,000 gallons.
B. Monthly users (Meadowlands Rich-Hill District).
(1) Operation and maintenance: $20 annually or $5 per
quarter.
(2) Sewage treatment: $1.50 per 1,000 gallons.
The sewage service rates imposed by §
272-31 hereof shall become effective September 1, 1973, or as soon as substantial operation of the Meadowlands-Rich Hill Area Sewer System begins, whichever is the earlier. Billings shall commence no later than December 1, 1973.
Bills for said sewer service shall be rendered
by and in the manner and in the form prescribed by the Township or
its designated agent, Chartiers Township Sanitary Authority. All bills
for sewer service shall be rendered to the owner of the premises to
which sewer service is furnished, and such owner shall in all cases
be liable for payment of such bills.
The Board of Supervisors of the Township or
its designated agent, Chartiers Township Sanitary Authority, shall
have charge and management of the Meadowlands-Rich Hill Area Sewer
System and shall issue such rules and regulations governing the use,
operation and maintenance of said sewer system as it shall deem necessary
and which may be those governing the Moninger-Allison and White Lawn
Area Sewer Systems.
The Township, or its designated agent, the Authority,
shall collect and receive all sewer rates and charges prescribed by
this article. All such monies shall be deposited to the credit of
a special fund designated the "Chartiers Township Sewer System Fund,"
required to be established pursuant to the terms of the aforementioned
agreement of lease, which shall at all times be a separate and distinct fund
of the Township.

Sewer charges imposed pursuant to this article
shall be due and payable immediately upon receipt by the owner. The
net bill is due and payable within 20 days following the date of billing.
The penalty for late payment of said bills shall be 5% if the sewer
charge is not paid within 20 days following the date of billing.
A copy of the rules and regulations governing
the imposition of charges and the use of the Meadowlands-Rich Hill
Area Sewer System shall be filed with the Township Secretary and made
available for inspection by the public.
