The Moninger-Allison and White Lawn Areas and Meadowlands-Rich Hill Area are separate and distinct sewage systems, and the Township hereby establishes a separate sewer district to be known as the "Valley View Road Area Sewer District," which shall be comprised of the Valley View Road Area Sanitary Sewer System as is defined and described in the plans and specifications and report dated as of December 1982 of Engelhardt-Power and Assoc., Inc., of Washington, Pennsylvania, consulting engineers.
The following schedule of sewage service rates for the Valley View Road Sewer System be, and hereby is, adopted by the Township; provided, however, that no charges shall be made and billed until complete sewage and collection service is being rendered:
A. 
Operation and maintenance: $3 monthly and $9 quarterly.
B. 
Sewage treatment, per thousand gallons used: $1.50.
C. 
Debt service: $6.333 monthly and $19 quarterly.

The sewage service rates imposed by § 272-72 hereof shall become effective as soon as substantial operation of the Valley View Road Area Sewer System begins.
Bills for said sewer service shall be rendered by and in the manner and in the form prescribed by the Township or its designated agent, Chartiers Township Sanitary Authority. All bills for sewer service shall be rendered to the owner of the premises served or to his tenant or person in possession of the premises to which sewer service is furnished, and such owner shall in all cases be liable for payment of such bills.
The Board of Supervisors of the Township, or its designated agent, Chartiers Township Sanitary Authority, shall have charge and management of the Valley View Road Area Sewer System and shall issue such rules and regulations governing the use, operation and maintenance of said sewer system as it shall deem necessary and which may be those governing the other sewer systems in the Township.

The Township or its designated agent, the Authority, shall collect and receive all charges established by this article; all such money shall be collected and deposited in the Authority's Reserve Fund until such time as the loan of $14,000 with interest at 6% has been paid in full. Such funds may be mingled with other funds of the Authority and used in such manner as authorized by the various trust indentures.
Sewer charges imposed pursuant to this article shall be due and payable immediately upon receipt by the owner or the tenant. The net bill is due and payable within 20 days following the date of billing. The penalty for late payment of said bills shall be 10% if the sewer charge is not paid within 20 days following the date of the billing.
A copy of the rules and regulations governing the imposition of charges and the use of the Valley View Road Area Sewer System shall be filed with the Township Secretary and made available for inspection by the public.
