As used in this article, the following words and terms shall be construed as follows:
EDU
Estimated daily use which is equal to 50,000 gallons of water usage per year.
NONRESIDENTIAL PROPERTY
Includes but is not limited to the following:

NONRESIDENT USER
Any individual, corporation, partnership, who is not a resident of the Township, or otherwise, who uses said sewer systems.
RESIDENTIAL PROPERTY
Includes but is not limited to the following:
A. 
A residence under one roof and occupied by one family.
B. 
A combination of buildings in one common enclosure occupied by one family.
C. 
Each side of a double house or each unit of a group of row houses occupied by separate families.
D. 
Each apartment in a building having a number of apartments.
E. 
Each side or part of a house occupied by one family even though the closet and/or other fixtures be used in common.
SEWER SYSTEM
Those sanitary sewer systems situated in Chartiers Township which are operated by said Township.
TOWNSHIP
Township of Chartiers, Washington County, Pennsylvania, a municipal body having its principal address at 2451 West Pike Street, Houston, Pennsylvania 15342.
A. 
The following schedule of sewage service rates for nonresident users of the sewer system be, and hereby is, adopted by the Township; provided, however, that no charges shall be made and billed until complete sewage and collection service is being rendered:
Nonresident Rates
Service connection fee per EDU: $350
Rate per 1,000 gallons: $0.30
B. 
Service connection fees shall be for each residential property and each nonresidential property as set forth by rules and regulations of the Township Supervisors. The service connection fee for each nonresidential property shall be calculated using the ratio of the estimated water consumption of the nonresidential property to the water consumption annually of the average residential property as determined by the Township.
The sewage service rates imposed herein shall become effective five days after the adoption of this article.
The Township, or its designated agent, shall enter into an intermunicipal service agreement with the municipality in which the nonresident property is located, which shall provide that the nonresident municipality shall be billed for sewer service rendered to the nonresident user and said nonresident municipality shall be responsible for the collection and payment to the Township, or its designated agent, for such sewer charges.
Upon collection of the sewer charges from its resident users serviced by the Chartiers Township Sewer System, the nonresident municipality shall pay such monies to the Township, or its designated agent, Chartiers Township Municipal Authority. All such monies shall be deposited to the credit of a special fund designated the "Chartiers Township Sewer System Fund," which shall at all times be a separate and distinct fund of the Township.
Sewer charges imposed pursuant to this article shall be due and payable immediately upon receipt by the nonresident municipality. The net bill is due and payable within 20 days following the date of billing. The penalty for late payment of said bills shall be 5% of the amount of the bill if the sewer charge is not paid within 20 days following the date of billing.
