As used in the following article, the following words shall have the following definitions:
EDU
Estimated daily use which is equal to 50,000 gallons of water usage per year.
NONRESIDENTIAL PROPERTY
Includes but is not limited to the following:

Stores.

NONRESIDENT MUNICIPALITY
A municipality other than the Township in which a user of the sewer system is located.
RESIDENTIAL PROPERTY
Includes but is not limited to the following:
A. 
A residence under one roof and occupied by one family.
B. 
A combination of buildings in one common enclosure occupied by one family.
C. 
Each side of a double house or each unit of a group of row houses occupied by separate families.
D. 
Each apartment in a building having a number of apartments.
E. 
Each side or part of a house occupied by one family even though the closet and/or other fixtures be used in common.
SEWER SYSTEM
Those sanitary sewer systems situated in the Township which are owned and operated by the Township.
TOWNSHIP
The Township of Chartiers, Washington County, Pennsylvania, a municipal body having its principal office at 2451 West Pike Street, Houston, PA 15342.
USER
Any individual, corporation, partnership or otherwise, who are served by the sewer system.
The following schedule of sewer rates for the sewer system is hereby adopted by the Township:
A. 
Meadowlands – Richhill, Allison – Moninger, Chartiers Township, Veronica Drive, Haft Street, Wide Alley and Garfield – Third Street Sewer Districts:
(1) 
Operation and maintenance: $2.55 per 1,000 gallons.
(2) 
Treatment cost: $3.10 per 1,000 gallons.
B. 
Valley View Sewer District.
(1) 
Loan payment: $76 per year or $19 per quarter.
(2) 
Replacement cost: billed by CHJA.
(3) 
Treatment cost: billed by CHJA.
(4) 
Operation and maintenance: billed by CHJA.
All users of the sewer system shall have their water usage metered per Township ordinance; however, until such time as all users have metered water usage, they will be billed sewer rates on an EDU basis.
There shall be imposed upon the users of the sewer system a minimum charge; this charge shall be due from all users of the sewer system when there is no water usage. Each user of the sewer system shall be billed and shall pay a minimum charge as follows: operation and maintenance costs in the amount of $8.10 per quarter or $2.70 per month.
Bills for said sewer service shall be rendered by and in the manner and in the form prescribed by the Township. All bills for sewer service shall be rendered to the owner of the premises to which sewer service is furnished, and such owner shall in all cases be liable for payment of such bills.
The Board of Supervisors of the Township or its designated agent shall have charge and management of the sewer system and shall issue such rules and regulations governing the use, operation and maintenance of said sewer system as it shall deem necessary.
The Township, or its designated agent, shall collect and receive all sewer rates and charges prescribed by this article. All such monies, except replacement costs, shall be deposited to the credit of a special fund to be designated the "Chartiers Township Sewer System Fund."

If a user of the sewer system is not a resident of the Township, the Township, or its designated agent, shall enter into an intermunicipal service agreement with the municipality in which the nonresident property is located, which shall provide that the municipality where the nonresident is located shall be billed for sewer service rendered to the nonresident user and said nonresident municipality shall be responsible for the collection and payment to the Township, or its designated agent, for such sewer charges. All users of the sewer system who are not residents of the Township shall pay to the Township $2.55 per 1,000 gallons for operation and maintenance costs.
Upon collection of the sewer charges from its resident users serviced by the Chartiers Township Sewer System, the nonresident municipality shall pay such monies to the Township or its designated agent. All such monies shall be deposited to the credit of a special fund designated the "Chartiers Township Sewer System Fund," which shall at all times be a separate and distinct fund of the Township.
Service connection fees (tap fees) shall be in the amount of $800 for each residential property and $800 per EDU for nonresidential property as set forth by the rules and regulations of the Township.
The treatment costs collected by the Township shall be paid to the Canonsburg-Houston Joint Authority, as billed by said authority, less an administrative charge which will be retained by the Township.
Sewer charges imposed pursuant to this article shall be due and payable within 20 days following the date of billing. The penalty for late payment of said bills shall be 5% if the sewer charge is not paid within 20 days following the date of billing.
A copy of the rules and regulations governing the imposition of charges and the use of the sewer system shall be filed with the Township Secretary and made available for inspection by the public.
The rates established by this article shall become effective as of the fourth quarter 1994 billing and usage.
