The following words or phrases, when used in this article, shall have the meanings ascribed to them in this section, unless the context of the words or phrases infers a different meaning:
DISTRIBUTION, PLACING OR DEPOSITING
The conveyance of any physical matter, material, or substances onto any public alley, road, roadway, or street by an means whatever or cause thereof, but not limited to lack of or improper placement of proper drains, pipes, conduits, restraints, and/or other associated appurtenances as common sense may dictate.
HAZARDOUS CONDITION
Any condition that would or could cause obstruction to or impede the normal flow of traffic in any way, subject pedestrian traffic to possible harm or personal injury or subject physical properties to imminent danger.
PHYSICAL MATERIAL, MATTER OR SUBSTANCE
Earth, mud, red dog, gravel, effluents, sewage, water, ice, snow, grass, leaves, trees or parts thereof, garbage, refuse of any type or form, vehicles or parts thereof, construction material dust, smoke, gaseous substances, opaque or semiopaque, or any other physical matter that would or could cause obstruction or otherwise impede or cause to impede, or cause to obscure vision of traffic or the normal flow thereof, or otherwise create a hazardous condition as described above.
It shall be unlawful for any person, firm, or corporation to place or cause to be placed or deposited or throw any physical material, matter or substance upon any public road, street or alley in the Township which would or could create a hazardous condition, whether it be done intentionally or negligently from a vehicle or other equipment or conveyance moving over the public roads, streets or alleys within the Township.
It shall be unlawful for any person, firm or corporation to place or cause to be placed or deposited upon any road, street, or alley in the Township any physical material, matter or substance which would or could create a hazardous condition, whether it be done intentionally or negligently because of the lack of or improper placement of proper drains, pipes, conduits, restraints, or the appurtenances thereto or by any other means or cause whatever as common sense may dictate.
It shall be unlawful for any person, firm or corporation to place or cause to be placed or deposited upon any road, street, or alley in the Township any physical material, matter or substance that would or could cause obstruction or otherwise impede or cause to impede, obscure or cause to obscure vision of traffic or the normal flow thereof or otherwise create a hazardous condition whereby traffic may be affected in any way or pedestrian traffic may be subject to imminent danger.
It shall be unlawful for any person, firm or corporation to place or cause to be placed or deposited any physical material, matter or substance within the cartway of an undeveloped alley, road, or street within the Township or erect any physical barrier, structure, building or barricade of any type which may impede clear access to the cartway or in any way infringe upon the development or future adoption of said undeveloped alley, road or streets a public right-of-way.
Any person, firm or corporation violating any provision of this article shall be subject to:
A. 
An immediate revocation and cancellation of any building permit or any other permit, with surrender of all fees paid.
B. 
A fine of not less than $50 nor more than $300, plus costs, and/or imprisonment for a period of not more than 30 days for each separate offense with the right of appeal as in cases of a summary conviction.
