A.
No vehicle may be operated or moved along, over or
across any street, highway or alley within the Township of Chartiers
which exceeds the gross weight of 10 tons without a valid permit therefor
issued by the Township of Chartiers under rules and regulations as
hereinafter provided.
B.
In addition to the prohibitions and restrictions provided for in Subsection A hereof, the Township of Chartiers may from time to time establish and enforce such emergency, temporary or permanent rules and regulations restricting or prohibiting the use of streets, highways and alleys within the Township at particular times or at particular places or by particular types or classes of vehicles or to cover special conditions and circumstances whenever said use would or may constitute a safety hazard or would or may cause damage to said streets, highways and alleys. Any such rules and regulations may prohibit any such uses absolutely or may restrict or condition the same in any manner, including the issuance of permit and/or the procurement of surety bonds or other security.
C.
Prior to the commencement of any construction project,
including but not limited to power lines, pipelines or mining operations,
the Supervisors of the Township shall be notified in writing so that
a meeting can be set up with all parties involved to determine the
extent of use of Township roads and by what type and weight of vehicles.
D.
The operator or owner of every motor vehicle with excessive gross weight operating on Township roads will secure from the Township a permit to use the Township roads, and when requested by the Township, a suitable bond or escrow account will be set up so the Township will have sufficient surety from which to draw upon to repair the structural damage caused by using vehicles with excessive gross weight limits. The issuance of permits and/or the procurement of surety bonds or other security will be governed by the rules and regulations as referred to in Subsection B.
E.
The Secretary of the Township is hereby authorized
and empowered to establish, administer and enforce such rules and
regulations as may be necessary or appropriate under this section,
including a permit system thereunder and fees thereof.
It shall be unlawful for any person to drive
any vehicle, except a passenger vehicle (but not including any passenger
vehicle drawing any trailer or towing any other vehicle), upon any
of the following streets or parts of streets, except for the purpose
of making local deliveries on said streets:

Any person who violates any provision of this section shall, upon
conviction, be sentenced to pay a fine of $25, costs and fees set
