It shall be unlawful for anyone to lay, construct or establish any walk, curb or gutter upon any portion of the public domain of the Village of Monticello, New York, without the approval of the Engineer employed by said Village of Monticello, New York, who shall determine and establish the line and grade where such walk, curb or gutter may be laid and constructed.
Any construction that is not approved by the Engineer of said Village shall be removed at the expense of the person who made or caused to be made such walk, curb or gutter.

Any person committing an offense against any provision of this article shall, upon conviction thereof, be guilty of a violation, punishable as provided in Article III, General Penalty, of Chapter 1 of the Code of the Village of Monticello.
