The City of Elmira is hereby authorized to prepare and submit an application for designation of the area described in § 19-2 hereof as an economic development zone.

A. 
Findings. The Village of Horseheads Board of Trustees, on the recommendation of the Village Manager and Southern Tier Economic Growth, Inc., finds that the boundaries of the area designated as the Economic Development Zone in the Village of Horseheads and other municipalities should be revised so as to offer special incentives and assistance that will promote the development of new businesses and the expansion of existing businesses and the development of human resources within the zone. The intent of the Board of Trustees of the Village of Horseheads is to amend the legal description of the Economic Development Zone in accordance with the requirements of the local Economic Development Zone Administrative Board.
B. 
Zone. The boundaries of the area which encompasses the Economic Development Zone are located in the Village of Horseheads, City of Elmira, Town of Elmira, Town of Southport, Town of Horseheads, Village of Elmira Heights and the Town of Big Flats, all in the County of Chemung, State of New York, and are more particularly described on a map entitled "Elmira Economic Development Zone" prepared by Sear-Brown Group dated December 2, 1996. This section alters the boundaries of the Elmira Economic Development Zone and acknowledges creation of subzones in the towns of Big Flats and Chemung. The boundaries of the EDZ as altered are shown on a map entitled "Elmira Economic Development Zone" prepared by Sear-Brown Group dated April 1, 2000, and are more particularly described on Schedule A annexed.[1]

C. 
Uniformity. It is understood that similar action is being taken by the other municipalities within which the Economic Development Zone or portions thereof are located, such similar action amending the boundaries of the zone. The City of Elmira is hereby authorized to prepare and submit an application for designation of the area described in Subsection B hereof as an Economic Development Zone.
A. 
The City Chamberlain of the City of Elmira, New York, shall serve as the Local Economic Development Zone Administrator.
B. 
The Local Economic Development Zone Administrative Board shall be comprised of the following:

C. 
The Administrator and Board shall exercise all such powers and authorities as provided in Article 18-B of the General Municipal Law, as amended, or in this chapter.
This chapter is being enacted in conjunction with similar corresponding and complimentary local laws by the Town of Southport, Town of Horseheads, Town of Elmira, Village of Elmira Heights and City of Elmira to permit the expansion of the economic development zone both within the City of Elmira and also in the aforementioned towns and villages.
