All existing ordinances, resolutions or local laws of the Village
prescribing the duties of department heads shall remain in force and
effect except insofar as they conflict with the provisions of this
chapter, in which case this chapter shall govern; and all parts of
ordinances, resolutions and local laws of the Village conflicting
or inconsistent with this chapter are hereby annulled and repealed.
Any local law, ordinance or resolution of the Village in conflict
herewith is hereby repealed to the extent of such conflict or inconsistency,
except that this repeal shall not effect or prevent the prosecution
or punishment of any person for any act done or committed in violation
of any local law, ordinance, or regulation hereby repealed prior to
the effective date of this chapter.
In the event any clause, sentence, section or other part of
this chapter is declared to be invalid, such invalidity shall not
effect the remainder of this chapter.
This chapter shall take effect as provided by law.
