No person or organization shall keep, or permit to be kept, within the city limits any cattle, horses, sheep, swine, goats, chickens, ducks, turkeys, potbellied pigs or other livestock.
No person or organization shall keep or permit to be kept, within the city limits, on premises owned, leased or controlled, any wild or vicious animal.
As used in this article, the following terms shall have the meaning indicated:
VICIOUS ANIMAL
Any animal which has previously attacked or bitten any person or which has exhibited such behavior that the person who owns or harbors said animal knows, or should reasonably know, that the animal is possessed of tendencies to attack or bite persons.
WILD ANIMAL
Any live monkey, ape, raccoon, skunk, fox, snake or other reptile, leopard, panther, tiger, lion, lynx or any other animal or bird of prey which can normally be found in the wild state.
A. 
Section 74-40, prohibiting the keeping of livestock, shall not apply to the transporting of livestock in transit for delivery or sale.
B. 
Upon application, the Common Council may permit temporary exceptions to this article for educational or scientific uses or for the use of such animals in parades or other such festivities.
