A. 
Permit required. An application for a permit shall be required in accordance with the provisions of those other applicable codes and ordinances which the Office of Code Enforcement has the responsibility to administer. Said application shall be submitted in such form as may be prescribed by the Code Enforcement Officer and shall be accompanied by any required fee.
B. 
Action on application. The Code Enforcement Officer shall examine said application to determine compliance with those other applicable codes and ordinances of the municipality and shall, within 30 days after filing, either approve or reject said application. If said application is rejected, the Code Enforcement Officer shall inform the applicant in writing, stating the reasons for such rejection.

Applicants for permits required by any of the following applicable codes and ordinances shall pay, at the time of application, building fees to the Borough of East Stroudsburg according to the following schedule below. Such fees may be amended from time to time by resolution of the Council of East Stroudsburg Borough:
A. 
International Codes Council (ICC) Building Code. The fees required for permits under the ICC Building Code shall be as follows:
(1) 
New construction and alterations:
(a) 
Residential.
[1] 
All residential dwellings (new): $35 for each 100 square feet or fraction thereof (outside dimensions), including attached garages and excluding areas of crawlspace, unfinished basements and attics.
[2] 
Motels: $100 per unit and nonresidential rate for nonliving space.
[3] 
Residential alteration: $25 minimum for the first $1,000 of construction costs; $6.50 for each additional $1,000 or fraction thereof.
[4] 
Detached garages: $75 for a single garage; $100 for a double.
[5] 
Sheds: $30.
[6] 
Swimming pools, over 24 inches of water capacity minimum: $50 for the first $4,000 of construction cost; $11 for each additional $1,000 of cost.
[7] 
Mobile homes: same as residential dwellings.
(b) 
Nonresidential.
[1] 
New: $600 for the first 1,000 square feet; $75 for each additional 1,000 square feet or fraction thereof.
[2] 
Alterations: $40 minimum for the first $1,000 of construction costs; $8.50 for each additional $1,000 or fraction thereof.
[3] 
Detached garages, sheds, etc.: same as alterations and additions.
(c) 
Nonresidential and residential permits:
[1] 
Temporary trailers and buildings on construction sites: $30 (limited to one year).
[2] 
Moving of buildings: $1.10 for each $100 of the estimated cost of moving any structure, plus the cost of new foundations and all other necessary work required to affix the structure to the site.
[3] 
Demolition: $110 for each $1,000 of the cost of demolition. The fee shall not include the cost of disposal of the debris. However, as part of the application process, the applicant shall state where the debris will be disposed.
B. 
National Electrical Code: $3 per $100 of job cost. The Uniform Construction Code (UCC) service inspection and cut-in card fee shall be $50.
C. 
International Codes Council (ICC) Basic Plumbing Code and Mechanical Code.
(1) 
HVAC: $16 for each $1,000 of cost.
(2) 
Heating: $16 for each $1,000 of cost or fraction thereof.
(3) 
Fuel storage tanks over five-hundred-fifty-gallons' capacity: $60 each.
(4) 
Sprinkler system: $60 for the first $1,000 of cost; $11 for each $1,000 of cost or fraction thereof.
(5) 
All other plumbing: $3 for each $100 of cost, with a minimum charge of $5.
D. 
International Codes Council (ICC) Fire Prevention Code.
(1) 
One hundred dollars per $1,000 for the establishment and operation of any use or activity provided in the ICC Fire Prevention Code where such use requires a permit.
(2) 
Fire inspection by the Fire Chief or Codes Officer: $75.
(3) 
Blasting permits: $75.
All permits granted under any of the above applicable codes and ordinances shall be good for a period of one year, provided that extensions may be requested in writing, and such extensions may be granted by the Code Enforcement Officer for good reasons, except that any permit granted for demolition activities shall be valid for six months only, and, if such demolition work is not completed within that time, any bond posted by the applicant shall be forfeited.
The following certificates shall be required in accordance with the provisions of those other applicable codes or ordinances which the Office of Code Enforcement has the responsibility to administer. Said certificates may be issued separately or combined in the form of a single certificate.
A. 
Certificate of use and occupancy in accordance with Section 118.0 of the 1993 BOCA National Building Code. A certificate of use and occupancy shall be required, and no new building or portion of an existing building which is enlarged, altered or a new use established shall be used or occupied, in whole or in part, until such a certificate of use and occupancy shall have been issued by the Code Enforcement Officer.
B. 
Certificate of approval. A certificate of approval shall be required for any electrical work completed under the provisions of the applicable codes and ordinances. All applicants shall supply to the Office of Code Enforcement such a certificate of approval within 30 days of the completion of the building, structure, work or premises. A final certificate of occupancy shall not be issued until the receipt of such a certificate.
C. 
Other certificates. Any other permits, certificates or licenses, as required by the applicable codes and ordinances, shall be obtained by the applicant in accordance with the provisions of said applicable codes and ordinances. Application for such permits, certificates or licenses shall be made to the Code Enforcement Officer.
