This chapter shall be known as the "Land Use Code of the Borough of Glen Gardner."
The purpose of this chapter is the implementation of the Comprehensive Master Plan for Glen Gardner Borough exercising the authority delegated to municipalities under the Municipal Land Use Law P.L. 1975, c. 291,[1] to regulate development in conformance with said law:
A. 
To promote the establishment of appropriate population densities and concentrations that will contribute to the well-being of persons, neighborhoods, communities and regions and preservation of the environment.
B. 
To encourage the appropriate and efficient expenditure of public funds by the coordination of public development with land use policies.
C. 
To encourage the location and design of transportation routes which will promote the free flow of traffic while discouraging location of such facilities and routes which result in congestion and blight.
D. 
To promote the conservation of historic sites and districts, open space, energy resources and valuable natural resources in the state and to prevent urban sprawl and degradation of the environment through improper use of the land.
E. 
To identify and respond to existing and potential residential growth pressures in the Borough while maintaining its rural character in an effort to promote statewide objectives for open space preservation.
F. 
To make certain that development which occurs in Glen Gardner takes place in areas which are appropriate for it considering environmental factors such as septic suitability of soils, steep slopes, floodplains and wetlands, as well as roadway access and the efficient provision of public services.
G. 
To encourage residential development in certain areas of the Borough, leaving other areas relatively free for open space use and in that manner serve the conservation and recreational needs within the municipality and region.
H. 
To recognize that landowners have the right to benefit from the development potential of their land, while at the same time promoting the local, regional and statewide interest in preserving environmentally sensitive areas from development.
I. 
To find innovative ways to allow the development of large tracts of land while reserving significant portions for conservation purposes.
J. 
To provide realistic opportunities for meeting the indigenous low- and moderate-income housing needs within Glen Gardner based upon the Borough's Fair Share Housing Plan.
K. 
To maintain zoning policies which are compatible with the State Development and Redevelopment Guide Plans' designation of Glen Gardner as an environmentally sensitive area.
L. 
To take steps to preserve and enhance the Borough's scenic and historic areas, recognizing that both the type and scale of new development in the vicinity of Main Street will affect them.
M. 
To make certain that the availability of public services and roadway improvements keeps pace with growth in the municipality.
N. 
To make certain that the subdivision improvements required of developers match the long-range goals for the development of various areas within the Borough.
O. 
To recognize the desire to broaden the municipal tax base by development of the Route 31 corridor and establishment of a mixed use district.
P. 
To promote the conservation of energy and the use of renewable energy resources whenever possible as the Borough develops.
Q. 
To promote a desirable visual environment through creative development techniques and good civic design and arrangements.
