These definitions apply to the rates, rules and regulations
contained in this Part 1:
ANNUAL BILL
The sum of bills rendered over a twelve-month period.
BILLING MONTH
One-twelfth of a year or the period of approximately 30 days
between two regular consecutive readings of the Borough's meter or
meters installed on the customer's premises, but no less than 26 days
and not more than 35 days.
CONNECTED LOAD
The sum of the KW input ratings of all devices located on
the customer's premises which are connected to the Borough's service
or which can be connected simultaneously by the insertion of fuses
or by the closing of a switch. The manufacturer's nameplate rating
may be used to determine the input rating of a particular device.
In the absence of such manufacturer's rating or whenever a test by
the Department shall indicate improper rating of a device, the rating
will be determined on the basis of the kilovolt-amperes required for
its operation.
CONTRACT DEMAND
The capacity required for operation of the customer's equipment,
as stated in the application for service.
CONTRACTOR COSTS
The amount paid by the Department to a contractor for work
performed on a line extension.
CUSTOMER
A rate payer or occupant who is a person, partnership, association,
corporation or other entity in whose name a service account is listed
or will be listed and who is or will be primarily responsible for
payment of bills.
CUSTOMER'S INSTALLATION
All wires, cutouts, switches, appliances and apparatus of
every kind and nature used in connection with or forming a part of
an installation for utilizing electric energy for any purpose, located
on the customer's side of point of delivery and including the service
leads, whether such installation is owned outright by the customer
or used by the customer under lease or otherwise.
DEMAND
The rate of use of energy during a specified time interval,
expressed in kilowatts.
DEPARTMENT
Lehighton Borough's Light and Power Department.
HOLIDAYS
New Year's Day, Memorial Day, Fourth of July, Labor Day.
Thanksgiving Day, Christmas Day and any designated municipal holiday.
KVA
A unit of measurement of electrical load equal to 1,000 volt-amperes.
KVAR or KILOVAR
A unit of measurement of reactive demand equal to 1,000 volt-amperes
reactive.
KW or KILOWATT
A unit of measurement of active demand equal to 1,000 watts.
KWH or KILOWATT-HOUR
A unit of measurement of quantity of energy; an amount equivalent
to the use of 1,000 watts for one hour.
LABOR COST
The pay and payroll expenses of Department employees directly
attributable to work performed on a line extension, including costs
associated with fringe benefits, workmen's compensation and social
security contributions.
LINE EXTENSION
The extension of the Borough's distribution system from the
nearest suitable and available distribution line to the service line
which will provide service to the customer.
MATERIAL COST
The cost of materials used on a line extension, including,
when appropriate, storage and shipping costs.
POINT OF DELIVERY
The point at which the service connection of the Borough
terminates and the customer's wiring and installation begins.
POWER FACTOR
In a single-phase circuit, the power factor is the ratio
of the watts to the volt-amperes; and in a polyphase circuit, it is
the ratio of the total watts to the vector sum of the volt-amperes
in the several phases. Where the rate schedule provides for power
factor correction, the power factor, unless otherwise specified, shall
be computed from the registration of the watthour meter and a reactive
component watthour meter ratcheted to prevent reverse rotation. The
power factor for correction shall be taken as the next highest whole
percent, unless otherwise provided in the rate schedule.
PRIMARY
That portion of the Borough's distribution system with a
working voltage greater than 600 volts (see "secondary").
RESIDENTIAL SERVICE
(1)
Electric single-phase service through one meter
for:
(a)
A single-family dwelling and appurtenant detached
building.
(b)
A separate dwelling unit in an apartment house.
(c)
Every separate dwelling unit shall be supplied
by one meter.
(2)
Specifically excluded is service to:
(a)
The portion of a residence outside the dwelling
unit devoted to the conduct of a business or profession.
(b)
A residence with appliances or equipment that
are common to and used for both residential and nonresidential purposes.
(c)
The halls, basement or other portions of an
apartment house common to two or more apartments.
(d)
Establishments recognized by name, notice or
advertisement, such as hotels, clubs, fraternities, boardinghouses,
institutions, orphanages, rest homes, tourist homes and rooming houses.
SECONDARY
That portion of the Borough's distribution system with a
working voltage of 600 volts or less (see "primary").
SERVICE
The furnishing of service or the delivery of energy referred
to in this Part 1 and in contracts with customers shall be construed
to mean readiness and ability on the part of Lehighton Borough to
maintain at the point of delivery the approximately agreed frequency
and voltage sufficient to supply the maximum demand that at the time
Lehighton Borough is obligated to supply.
SERVICE WIRES AND LEADS
Service wires are that portion of Lehighton Borough's equipment
which is connected at the point of delivery to the service leads of
the customer.
TEMPORARY SERVICE
Service supplied for a temporary period of time, usually
less than one year.
VOLUNTEER FIRE COMPANY
A service location consisting of a building, sirens, a garage
for housing vehicular fire-fighting equipment or a facility certified
by the Pennsylvania Emergency Management Agency (PEMA) for fire-fighter
training. The use of electric service at this service location shall
be to support the activities of the volunteer fire company. Any fund-raising
activities at this service location must be used solely to support
volunteer fire-fighting operations. The customer of record at this
service location must be a predominantly volunteer fire company recognized
by the local municipality or PEMA as a provider of fire-fighting services.
