A. 
Any unoccupied vehicle parked or standing in violation of any of the provisions of Articles II, VI or VIII of this chapter or any other articles governing parking regulations which are cross-referenced to this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic. Any peace officer may provide for the removal and impoundment of such vehicle. The owner of such vehicle shall pay the reasonable costs of towing and storage which may result from such removal before regaining possession of the vehicle. The cost of removal and impoundment shall be governed by agreements made between the Village of Ridgefield Park and the appropriate towing contractors.
B. 
No vehicle, however, shall be towed for violating Article II, § 197-7, of this chapter. The streets covered by such section are designated in Article XIII, § 197-44, Schedule B: No Parking Certain Hours.
