Pursuant to the provisions of N.J.S.A. 40A:11-9, there is hereby
established and created the position of Qualified Purchasing Agent
(QPA).
The QPA shall provide appropriate oversight for matters covered
by the Local Public Contracts Law, including the following powers and duties:
A. The Borough Clerk shall prepare public advertisements for bids in
consultation with the QPA, subject to the approval of the Borough
Attorney.
B. The QPA or, in his/her absence, the Borough Clerk, shall receive
and open public bids for the provision or performance of goods or
services on behalf of the Borough of Maywood and shall present same
to the Borough Clerk for tabulation and submission to the Mayor and
Council and to the Borough Attorney for review.
C. Upon request, the QPA shall assist department heads and/or the Borough
Administrator in soliciting informal quotations for goods or services
below the bid threshold and in identifying purchases available under
state contract or a cooperative pricing or purchasing system of which
the Borough is a part.
D. The QPA shall recommend to the Borough Administrator the award of
contracts for purchases below the bid threshold as may be authorized
by the Mayor and Council.
E. The QPA shall perform the duties set forth in Chapter
9 hereof.
F. The QPA shall exercise such supplemental powers as may be set forth
in N.J.S.A. 40A:11-3 upon completion of the appropriate training and
possessing such purchasing experience as determined by the Director
of the Division of Local Government Services.
It shall be permissible for the Chief Financial Officer to also
hold the office of QPA.
