The Borough Council of the Borough of Pen Argyl hereby approves entering into the agreement, a copy of which is attached hereto and incorporated herein by reference (and which shall be filed with the minutes of the meeting at which this article was enacted),[1] with the intent and effect that the Borough shall be bound by the agreement.

The President of the Borough Council of the Borough of Pen Argyl or his designee is hereby authorized and directed on behalf of the Borough to:
A. 
Execute and deliver the agreement; and
B. 
Take actions as are necessary to implement the provisions of the agreement.
Under the Pennsylvania Intergovernmental Cooperation Act,[1] the following matters are specifically found and determined:
A. 
The purposes, objectives and conditions of the agreement shall be as set forth in the agreement.
B. 
The Borough shall participate in the agreement for an indefinite term and may end its participation as provided in the agreement.
C. 
The agreement shall not commit the Borough to any financing.
D. 
The agreement shall not require a new organizational structure.
E. 
The agreement shall not authorize any acquisition, management, licensing or disposal of property, real or personal.
F. 
The agreement shall not, by itself, authorize that any contracts be empowered.
