There is hereby adopted by the Borough of Towanda, County of
Bradford and Commonwealth of Pennsylvania, for the purpose of establishing
rules, regulations, provisions, penalties, conditions and terms for
the control and construction of buildings and structures and other
work, that certain building code marked and designated as the "2006
International Building Code," published by the International Code
Council, Inc., and the whole thereof, save and except such portions
as are hereinafter deleted, modified or amended, and of which not
less than three copies have been and now are filed in the office of
the Secretary of the Borough of Towanda, Bradford County, Pennsylvania,
and the same is hereby adopted and incorporated as fully as if set
out at length herein, and from and after the date of the passage and
publication of this article, the provisions thereof shall be controlling
in the construction of all buildings and other subjects therein contained
within the corporate limits of the Borough of Towanda, Bradford County,
Pennsylvania, and shall be known as the "Towanda Building Code." It
is the intent of this article that all future additions and revisions
of the International Building Code shall be deemed to have been adopted
by reference by the Council of the Borough of Towanda as soon as the
same shall be published.

A. In all places where the name of the jurisdiction must be inserted
in the 2006 International Building Code, such name shall be the Borough
of Towanda.
B. Section 108.2 of the International Building Code, Table 1, Schedule
of Permit Fees, is hereby amended as follows:
(1) The schedule of fees shall be established from time to time by resolution
of the Council of the Borough of Towanda, Pennsylvania.
(2) There shall be no fee for any work that is routine maintenance and
upkeep, for example, painting, siding repairs, replacing sidewalks,
blowing insulation into the house, replacing roofing or any internal
work, such as carpentry that does not exceed $500, provided that this
does not include electrical or plumbing work.

It shall be unlawful for any person, firm or corporation to
violate any provision of this article or to cause, permit or suffer
any such violation to be committed. Any such person, firm or corporation
shall be deemed guilty of a summary offense and, upon conviction thereof,
shall be sentenced to pay a minimum fine of $25 or a maximum fine
of $1,000 or be imprisoned for a period not exceeding 30 days. Each
day's continuance of a violation shall constitute a separate offense.
Each section of this Building Code and every part thereof is
hereby declared to be an independent section or part of a section,
and if any section, subsection, sentence, clause or phrase of this
Building Code shall for any reason be held by any court to be invalid,
it is the intent that the validity of the remaining phrases, clauses,
sentences, subsections of the Building Code shall not be affected
thereby.
