Hereafter it shall not be lawful for any person or persons to leave any horse or horses hitched upon the streets of this Borough for a period longer than four hours, and then said horse or horses are to be well-blanketed in cold weather. It shall be the duty of any policeman or other officer of the Borough having knowledge that any horse or horses have been left hitched for a longer period than above specified to take them in custody, remove them to some suitable place, feed and care for them and detain them until the fees and charges incurred are fully paid and satisfied.
Any person or persons violating the provisions of this article shall forfeit and pay a fine of $5, to be recovered before the Mayor or any Magisterial District Judge of the Borough, with costs of suit, for the use of the Borough, as debts of like amount are by law recoverable.
