In order to reduce the problems and potentially hazardous traffic
conditions resulting from the use of streets within certain residential
areas for parking by those not living within these areas, to preserve
the character of these areas as residential districts, to reduce the
difficulties of residents in gaining convenient access to their residences,
to preserve the value of property in these areas, and to enhance traffic
and pedestrian safety, a residential parking permit parking program
is hereby established. The intent of the program is to provide additional
parking spaces for residents by discouraging long-term parking by
those who do not live in the area.
The City shall erect signs within each permit parking zone.
All signs shall be of such design and character as to readily inform
the operators of vehicles within permit parking zones of the existence,
nature, and requirements of this article and the regulations pertaining
to the particular zone.
The parking limitations set forth in this article shall not
apply to on-street parking by the following types of vehicles:
A. Vehicles owned or leased by a public agency;
B. Service or delivery vehicles which are being used to provide services
or make deliveries to dwellings within a particular permit parking
zone;
C. Vehicles with temporary license tags.

Prior to the implementation of this article
or any amendment to it, or any regulations promulgated under this
article, the City Manager, or his designee, shall notify every property
owner within the parking zone in which this article, or any regulation(s)
promulgated under this article, shall be applicable, at least seven
days prior to such implementation. Such notice shall be by first class
mail to the last known address of each property owner, as reflected
in the records of the Commissioner of the Revenue.

A. Residents of designated residential parking permit districts may
be entitled to one permanent parking permit for each vehicle owned,
up to a maximum of four permanent permits. The number of authorized
permits shall be reduced by one permit for each off-street parking
space provided at that residence. Proof of residency and proof of
car ownership are required to obtain a permit.
B. Visitor's permits. Each residence shall receive two visitor
parking permits.
C. The Police Department shall be responsible for provision and issuance
of all permits, or other authorizations to park within any permit
parking zone. Permits shall be available at the Police Department
during regular business hours, by mail and electronically. Permit
registration shall be maintained digitally using vehicle and owner
information.
D. Permit holders are responsible for providing vehicle information
which shall be registered digitally or manually. Hangtags and/or stickers
will be utilized on an as-needed basis.
