All new buildings, alterations and additions, including repairs and maintenance, except one- and two-family dwellings, in the Village of Rothschild shall be subject to the Wisconsin Commercial Building Code, Chs. SPS 361 through 366, Wis. Adm. Code.
All storage and requirements for storage of flammable and combustible liquids, liquefied petroleum gases, liquefied natural gases and anhydrous ammonia in the Village of Rothschild shall be subject to the following Wisconsin Administrative Code chapters:
A. 
Chapter SPS 310, Flammable, Combustible and Hazardous Liquids.
B. 
Chapter SPS 340, Gas Systems.
C. 
Chapter SPS 343, Anhydrous Ammonia.
All construction below grade shall have drain tile installed, except if the soil is sandy gravel and the groundwater and bedrock lie more than seven feet below the undisturbed surface.
The Building Inspector shall be responsible for plan approval and inspections under §§ 234-21 and 234-22 preceding only where the State of Wisconsin has not preempted jurisdiction.
No person, nor shall be cause any person, to build, alter, repair or maintain any structure or store any flammable liquid or gas in the Village of Rothschild without first obtaining a uniform building permit for such building or storage. Such building permit shall be furnished by the Village. A copy of such permit issued shall be filed with the Village Clerk. A permit shall be automatically revoked if the project set forth in the permit is not completed within two years from the date of issuance of the permit.
The building permit fee shall be determined by the Village Board.

The Village Board shall enforce this article and all other laws and ordinances relating to buildings by means of withholding building permits, and any person violating this article shall be subject to § 1-2 of this Code.
