It is the intent and purpose of this Chapter to provide for the rapid and easy identification by numbering of the buildings within the Village of Rothschild in order to efficiently facilitate both the delivery of emergency response services to the community and for postal and other deliveries.
In numbering buildings and houses pursuant to this chapter, a number is hereby assigned to each 50 feet starting from the baseline as hereinafter fixed, and on all streets running northerly and southerly the even numbers shall be placed on the buildings facing easterly and the odd numbers on the buildings facing westerly, and on the streets running easterly and westerly the even numbers shall be placed on the buildings facing southerly and the odd numbers on the buildings facing northerly.
A. 
Weston Avenue in said Village is hereby fixed upon as a baseline, and all stores, buildings and houses in the first block north of Weston Avenue facing on the streets running northerly and southerly shall be numbered commencing on the southerly side of each block and increasing from the baseline herein established. For the purpose of designating or locating buildings or houses on streets running north of said Weston Avenue, the word "north" shall be used in connection with the appropriate street and number, and for the purpose of designating or locating buildings or houses on streets running south of said Weston Avenue the word "south" shall be used in connection with the appropriate street and number.
B. 
United States Highway 51 in said Village is hereby fixed upon as a baseline, and all stores, buildings or houses in the first row of blocks east of said U.S. Highway 51 facing on the streets running east and west shall be numbered commencing on the west end of each block and increasing thereafter through each block to the Village limits. On the blocks west of said U.S. Highway 51 the first block shall be numbered beginning on the east end and increasing thereafter though each block to the Village limits.

A. 
Approved address numbers shall be placed at the main front entrance area of all new or existing buildings in such a position that they are plainly visible and legible from the street on which the property is addressed.
B. 
The address numbers shall be located at the top, bottom, or a side of the main front entrance of the building facing the street on which the property is addressed.
C. 
Address numbers shall be permanently affixed, contrast with their background, and be placed according to the following table:

D. 
In the event that a building is more than 75 feet from the center of the traveled portion of the street on which it is addressed, the owner and/or occupant shall, in addition to displaying the address numbers on the building, display the same address numbers on a mailbox, fence, or post located immediately adjacent to the side of the appropriate driveway or sidewalk by which access is gained to the building, such that the address numbers of the building are also adjacent to the street.
E. 
Any mailbox, fence, or post that is numbered shall have address numbers that are not less than three inches tall. Reflective numbers are acceptable and encouraged. If a mailbox is numbered, it shall have address numbers on both sides of the mailbox.
F. 
Homes on private accesses must have address numbers displayed at the point where such private access joins the public street. This requirement is in addition to the requirements otherwise described in this Chapter.

No address numbers shall be placed such that they are hidden or screened from view at any time, whether by temporary or permanent obstructions, including, but not limited to, screen doors, storm doors, grass, shrubbery, trees, dirt, snow, snow piles, decorative objects, etc. It shall be a violation of this Chapter to obstruct or cause to be obstructed any address numbers that have been placed in conformity with this Chapter.
