A.
All buildings used for human habitation and located adjacent to a
sewer and water main, or in a block through which both water and sewer
mains extend, shall be connected to both water and sewer mains.
B.
If any person fails to cause such connections to be made for more
than 10 days after notice in writing, the Village of Rothschild shall
cause such connections to be made, and the expense thereof shall be
assessed as a special tax against the property. The owner may, within
three days after the completion of the work, file a written option
with the Village Clerk stating that he cannot pay such amount in one
sum and asking that it be levied in not to exceed five equal annual
installments, and the amount shall be so collected with interest at
the rate of 6% per annum from the completion of the work, the unpaid
balance to be a special tax lien.
C.
In addition to the connections to the sewer and water mains as hereinbefore
provided, the owner of said building shall cause such installations
as may be necessary, at the owner's expense, to permit the drainage
of household sewage into the public system.
D.
Any person who shall violate any of the provisions of this section
shall, upon conviction thereof, forfeit the sum of not less than $10
nor more than $100 and in default of payment of the forfeiture shall
be imprisoned in the county jail until said forfeiture is paid, but
not to exceed five days. Every day of failure to comply with the provisions
of this section shall be a separate violation.
