The Building Inspector/Zoning Administrator or designated person is hereby designated as the enforcement officer for the provisions of this chapter. The duty of the Building Inspector/Zoning Administrator or designated person, under the direction of the Village Board, shall be to issue permits and make the necessary on-site inspections and enforcement of all building, zoning, and occupancy permits as required by this chapter.
A. 
Duties. The duty of the Building Inspector/Zoning Administrator or designated person shall be to explain, administer and enforce this chapter. The Building Inspector/Zoning Administrator or designated person shall further:
(1) 
Maintain records of all permits issued, inspections made, work approved and other official actions.
(2) 
Establish that all necessary permits required are secured and that all the necessary requirements, plans, fees, and information for a complete application are met prior to acceptance and processing of the permit.
(3) 
Investigate all substantiated complaints made relating to the location, construction, and occupancy of structures, use of the land and structures, or other violations of this chapter and give notice of all violations of this chapter to the owner, resident, agent and/or occupant of the premises and report uncorrected violations to the Village Attorney in a manner specified by that office.
(4) 
Give notice of violations of this chapter to the Planning and Zoning Commission and Village Board.
(5) 
Assist the Village Attorney in the prosecution of ordinance violators.
(6) 
Forward all applications that require an interpretation of this chapter to the Planning and Zoning Commission.
(7) 
Enforce, with the aid of the Police Department or any other Village representative, the provisions of this chapter.
B. 
Permits issued directly by the Building Inspector/Zoning Administrator or designated person. The Building Inspector/Zoning Administrator or designated person may directly issue the following permits:
(1) 
Residential building permits.
(2) 
Sign permits.
(3) 
Certificates of occupancy.
(4) 
Any other permit as approved by the Village Board.
C. 
Inspections. The Building Inspector/Zoning Administrator or designated person and his duly appointed deputies may enter at any reasonable time onto any public or private land(s) or water(s) to make a zoning inspection.
The Village President shall appoint a Building Inspector/Zoning Administrator, subject to confirmation by the Village Board, who shall have the power and duty to enforce the provisions of this chapter and of all other ordinances, laws and orders of the State of Wisconsin which relate to building construction, heating, ventilating and air conditioning (HVAC), plumbing and electrical installations. A Deputy Building Inspector/Zoning Administrator or inspectors may be appointed by the Village President, subject to confirmation by the Village Board, who shall act in the absence of the Building Inspector/Zoning Administrator.
