In the interest of public health, safety, welfare and convenience, and in accordance with Wisconsin Statutes, the Village does hereby make, establish and regulate the launching of boats or other watercraft upon the Wisconsin River and/or Lake Wausau from public access areas within the Village of Rothschild.
A public access area is any location within the Village of Rothschild where the public has access to the Wisconsin River and/or Lake Wausau by the use of lands which have been dedicated to the public or are owned by the Village of Rothschild and from which boats and other watercraft are launched from public facilities constructed for that purpose.
No person shall use a public access area and its public boat launching facilities within the Village of Rothschild without first paying a daily launch fee in an amount as adopted by the Village Board and depositing it in the collection box provided, or by obtaining an annual sticker, for an amount as adopted by the Village Board, from the Village Clerk's office.
A. 
The daily launch pass shall be displayed upon the dashboard on the driver's side of the vehicle attached to the boat trailer in a manner to permit reading of the pass from the outside of the vehicle.
B. 
The annual sticker shall be displayed on the outer left-hand side of the trailer tongue being used to launch the boat or other watercraft from the public boat launching facility.
The owner of a vehicle involved in a violation of this article shall be liable for the violation. It shall be no defense to a violation of this article that the owner was not operating the vehicle at the time of the violation.
A. 
No person shall park, stop or leave standing any motor vehicle or boat trailer upon any highway, street or grounds in a public access area or boat launching facility where parking, stopping or standing is prohibited. Such parking, stopping or standing is declared to be a hazard to traffic and public safety. The operator, upon request of any police officer, shall remove a motor vehicle or boat trailer to a location where such parking, stopping or standing is permitted or be cited.
B. 
Any police officer, after issuing a citation for illegal parking, stopping or standing, is authorized to remove such motor vehicle or boat trailer. The officer may order a licensed towing service which provides vehicle towing services to remove and store such vehicle or trailer in any storage garage, rental parking grounds or any other facility of the person providing towing services. In addition to the penalty provided herein, the owner or operator of such vehicle or boat trailer so removed shall be responsible to pay the cost of towing and storage prior to the return of such motor vehicle or trailer.

In addition to towing and removal, any person violating any provision of this article shall be subject to § 1-2 of this Code.
This article may be enforced by the issuance of a citation to any violator of said article, by any Sheriff or Deputy Sheriff of Marathon County, by any State of Wisconsin officer with police powers, or by any duly appointed officer of the Village of Rothschild.
