Every operator of a vehicle approaching an intersection at which an official traffic control device is erected in accordance with this chapter shall obey the direction of such official traffic control device, as required by the Wisconsin Statutes incorporated by reference in § 458-1 of this chapter. Operators of vehicles approaching a stop sign shall stop before entering a highway, as required by § 346.46, Wis. Stats. Operators approaching intersections at which a yield sign has been installed shall yield the right-of-way to other vehicles, as required by § 346.18(6), Wis. Stats.
A. 
Definition. For purposes of this section, "heavy traffic" shall be defined as:
(1) 
All vehicles not operating completely on pneumatic tires; and
(2) 
All vehicles or combination of vehicles designed or used for transporting property of any nature and having a gross weight of more than 12,000 pounds. "Heavy traffic" does not include school buses, motor buses or recreational motor homes.
B. 
Prohibited routes.
(1) 
Heavy traffic is prohibited from using any Village of East Troy street or highway not designated as a heavy traffic route.
(2) 
This section shall not act to prohibit heavy traffic from using a Village street or highway for the purpose of obtaining orders for supplies or moving or delivering supplies or commodities to or from any place of business or residence which has an entrance on such street or highway, nor shall this section apply to heavy traffic necessary to obtain orders, to make deliveries, or to move supplies or equipment for agricultural purposes. This exception shall be permitted for the period of time necessary to complete the above-described activities; however, under no circumstances shall this exception be construed to permit overnight parking of any vehicle, described as heavy traffic, on any Village street located in an area zoned as residential, as those areas are defined by Chapter 510, Zoning, of this Code. This section will not act to prohibit heavy traffic from using any Village streets over which are routed state trunk highways. When being driven to the site of any construction, repair or maintenance of electric, gas or water service, vehicles owned and operated by a public utility will be exempt from the provisions of this section.[1]

C. 
Administration. The Department of Public Works Director, in cooperation with the Police Department, shall administer this section. Administration shall include:
(1) 
Posting of signs. Appropriate signs shall be posted giving notice of this section and of the heavy traffic routes established herein. Yellow signposts may also be used to designate heavy traffic routes.
(2) 
Maps. Maps of the Village showing heavy traffic routes shall be prepared and shall be available upon request by heavy traffic operators and owners.
D. 
Construction equipment.
(1) 
Heavy construction equipment may use Village streets or highways not designated as heavy traffic routes, provided that the closest access route is utilized.
(2) 
Village-owned or -operated equipment is specifically excluded from the provisions of this section.
E. 
Liability. Any operator, corporation, owner or agent whose heavy traffic vehicle damages any Village streets or highways in violating this section shall be liable and required to pay the Village the cost of repair or replacement of the damaged street or highway.
F. 
Streets designated Class "B" highways. All streets and highways within the Village of East Troy, Wisconsin, are hereby designated Class "B" highways, subject to the weight limitations imposed on Class "B" highways by the Wisconsin Statutes adopted by reference in § 458-1, except the highways or parts of highways designated as heavy traffic routes in Subsection G.
G. 
Heavy traffic routes.
(1) 
The following streets in the Village of East Troy are hereby designated heavy traffic routes, for commercial vehicles, pursuant to § 349.17, Wis. Stats.:
(a) 
State Highway 20.
(b) 
County Trunk Highway L.
(c) 
Country Trunk Highway ES.
(d) 
Country Trunk Highway G.
(e) 
State Highway 120.
(2) 
On those Village streets designated for heavy traffic, weight limits shall be enforced in accordance with state law, as adopted pursuant to § 458-1.
A. 
Statutory speed limits. The provisions of §§ 346.57, 346.58 and 346.59, Wis. Stats., relating to the maximum and minimum speed of vehicles, are hereby adopted.
B. 
Modifications designated. The Village Board determines that the statutory speed limits on the streets indicated in this subsection are unreasonable, unsafe or imprudent and modifies such speed limits, under authority granted by § 349.11, Wis. Stats., by reducing, with the approval of the State Department of Transportation, the speed limits set forth in the appropriate sections of the statutes as set forth in this subsection:[1]
(1) 
From 25 miles per hour pursuant to the provisions of § 346.57(4)(e), Wis. Stats., to 15 miles per hour for all vehicles on:
(a) 
Mill Street between Main Street and Austin Street, between the hours of 8:30 a.m. and 10:00 a.m. and between the hours of 3:00 p.m. and 5:00 p.m.
(b) 
Autumn Lane.
(c) 
Mallard Way.
(d) 
East Troy Municipal Airport (excluding aircraft).
(e) 
West Street between Main Street and Graydon Avenue between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 4:00 p.m. on those days school is in session or upon any time or day when children are present in supervised recreational activities.
(f) 
Graydon Avenue between Bellview and Lilly Street between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 4:00 p.m. on those days school is in session or upon any time or day when children are present in supervised recreational activities.
(g) 
Townline Road between 100 feet north of Graydon Avenue and Main Street between the hours of 7:00 a.m. and 8:15 a.m. and the hours of 2:30 p.m. and 4:00 p.m. on those days when school is in session or upon any time between 7:00 a.m. and 4:00 p.m. on those days when school is in session and children are present.
(h) 
Beulah Avenue from 100 feet north of Elm Street to Union Street between the hours of 7:00 a.m. and 8:15 a.m. and 2:30 p.m. and 4:00 p.m. on those days when school is in session or upon any time between 7:00 a.m. and 4:00 p.m. on those days when school is in session and children are present.
(i) 
Division Street from Union Street to 100 feet north of the railroad tracks on Division Street between the hours of 7:15 a.m. and 8:15 a.m. and between the hours of 11:00 a.m. and 12:00 p.m. and between the hours of 2:00 p.m. and 3:00 p.m. on those days when school is in session or upon any time between the hours of 7:15 a.m. and 3:00 p.m. when school is in session and children are present.
(2) 
From the fixed limits as specified by provisions of § 346.57(4), Wis. Stats., to 35 miles per hour for all vehicles, at all times, on State Highway 20, from a point 3/10 of a mile west of its intersection with Beulah Avenue westerly to its intersection with Townline Road.
(3) 
From the fixed limits as specified by provisions of § 346.57(4), Wis. Stats., to 35 miles per hour for all vehicles, at all times, on:
(a) 
County Trunk Highway ES from its intersection with State Highway 20 southwesterly to its intersection with Mill Street (drops to 30 miles per hour at Byrnes Street).
(b) 
State Trunk Highway 20 from its intersection with County Trunk Highway ES to a point 2/10 of a mile west of its intersection with East Drive.
(c) 
Townline Road from its intersection with State Highway 20 southerly to its intersection with County Trunk Highway ES.
(d) 
St. Peter's Road, starting from a point 650 feet from the east edge of Division Street to a point of 1,409 eastward to three houses east of Steeple Drive.
(4) 
From the fixed limits as specified by provisions of § 346.57(4), Wis. Stats., to 30 miles per hour for all vehicles, at all times, on:
(a) 
County Trunk Highway ES from its intersection with Clark Street westerly to its intersection with West Street.
(b) 
State Highway 20 from a point 2/10 of a mile west of its intersection with East Drive westerly to a point 3/10 of a mile west of its intersection with Beulah Avenue.
(5) 
From the fixed limits as specified by provisions of § 346.57(4), Wis. Stats., to 25 miles per hour for all vehicles, at all times, on County Trunk ES from its intersection with Mill Street westerly to its intersection with Clark Street.
(6) 
From the fixed limits as specified by provisions of § 346.57(4), Wis. Stats., to 45 miles per hour for all vehicles, at all times, on Honey Creek Road from the east edge of State Highway 120 to the Village of East Troy limits at the east end of Honey Creek Road.

Pursuant to the authority granted in § 349.085, Wis. Stats., when a train or railroad engine of any kind is within 1,000 feet of any of the railroad grade crossings set forth in this section, the operators of vehicles shall be required to stop and remain stopped until such time as they can reasonably proceed with safety:
A. 
Church Street between School Street and Edwards Street.
B. 
Byrnes Street between State Highway 20 (North Street) and County Trunk Highway ES (Main Street).
C. 
State Highway 20 (North Street) between Byrnes Street and the Village limits.
D. 
County Trunk Highway ES (Main Street) approximately 25 feet east of Young Street.
Pursuant to § 349.10, Wis. Stats., the following streets and parts thereof are declared to be one-way streets, and no person shall operate any vehicle thereon except in the indicated direction:
A. 
On County Trunk Highway ES (Main Street) on the northerly border of the Village Square between the west edge of Church Street and the east edge of Division Street the vehicles shall move in a westerly direction only.
B. 
On Division Street between the north edge of County Trunk Highway ES (Main Street) at the northwest corner of the Village Square and the south edge of Main Street at the southwest corner of the Village Square vehicles shall move in a southerly direction only.
C. 
On County Trunk Highway ES (Main Street) along the southerly border of the Village Square from the west edge of Division Street to the east edge of Church Street vehicles shall move in an easterly direction only.
D. 
On Church Street from the south edge of County Trunk Highway ES (Main Street) at the southeast corner of the Village Square to the south edge of County Trunk Highway ES (Main Street) at the northeast corner of the Village Square vehicles shall move in a northerly direction only.
In the interest of public safety and pursuant to the provisions of § 349.07, Wis. Stats., and other applicable statutory provisions, the following streets and intersections are declared to be stop intersections, and traffic signs or signals giving notice thereof shall be erected by the Village in accordance with § 458-3:

A. 
[1]Schools.
(1) 
At a point on each side of the high school and middle school driveways that intersect Graydon Avenue, at a point 470 feet east of the east line of Troyjens Subdivision, vehicles shall stop.
(2) 
At Graydon Avenue at the high school and middle school driveways, at a point 470 feet east of the east line of Troyjens Subdivision, vehicles eastbound and westbound shall stop before entering upon or crossing the intersection.
(3) 
At the intersection of the exit of the middle school service road and Graydon Avenue, vehicles northbound at the exit shall stop before entering upon or crossing the intersection.
(4) 
At the intersection of the exit of the middle school parking lot and Graydon Avenue, vehicles northbound at the exit shall stop before entering upon or crossing the intersection.
(5) 
At the intersection of the exit of the high school service road and Graydon Avenue, vehicles southbound at the exit shall stop before entering upon or crossing the intersection.
(6) 
At the intersection of Graydon Avenue and the exit of the high school service road and the exit of the middle school parking lot, vehicles eastbound and westbound on Graydon Avenue shall stop before entering upon or crossing the intersection.
(7) 
At the intersection of the exit of the high school student parking lot and Graydon Avenue, vehicles southbound at the exit shall stop before entering upon or crossing the intersection.
(8) 
At the intersections of the exits of the high school faculty parking lot and West Street, vehicles eastbound at the exit shall stop before entering upon or crossing the intersection.
(9) 
At the intersection of the driveway to the Doubek Building and Division Street, vehicles eastbound on the driveway shall stop before entering upon or crossing the intersection.

(10) 
At the intersection of the driveway to the Prairie View Elementary School faculty parking lot and Townline Road, vehicles eastbound on the driveway shall stop before entering upon or crossing the intersection.
(11) 
At the intersection of the driveway to the Prairie View Elementary School visitor parking lot and Townline Road, vehicles eastbound on the driveway shall stop before entering upon or crossing the intersection.

B. 
Other driveways and exits.
(1) 
[2]At the intersection of the driveway of the tennis court and West Street, vehicles eastbound on the driveway shall stop before entering upon or crossing the intersection.

(2) 
At the intersection of Interstate 43 and State Highway 20, vehicles proceeding southbound from the off ramp of southbound Interstate 43 across State Highway 20, and vehicles proceeding northbound from the off ramp of northbound Interstate 43 across State Highway 20, shall stop before entering upon or crossing the intersection.
(3) 
At the intersection of Interstate 43 and State Highway 120, vehicles proceeding northbound from the northbound off ramp of Interstate 43 and southbound from the southbound off ramp of Interstate 43 shall stop before entering upon or crossing the intersection.

(4) 
At the intersection of the driveways to the East Troy Airport and County Trunk Highway L vehicles westbound on the driveways shall stop before entering upon or crossing the intersection.

For purposes of this chapter, all stops shall be made by vehicles immediately prior to entering the crosswalk closest to the intersection being approached and located between the vehicle and the intersection. Where there are no marked crosswalks but sidewalks exist, then all stops shall be made before crossing the extended edge of the sidewalk farthest from the intersection being approached. In the event there are neither marked crosswalks nor sidewalks, then all stops shall be made with the front of the vehicle located approximately at a line extended from the stop sign and perpendicular thereto into the street being traveled by the vehicle.
All vehicles coming to a stop pursuant to the provisions set forth in this chapter shall remain stopped until such time as:
A. 
In the case of a four-way stop, all vehicles which previously arrived or stopped at the intersection have proceeded through the intersection.
B. 
At any intersection where fewer than four directions are but at least one direction is controlled by a stop sign or a signal, all vehicles which previously arrived or stopped at the intersection have proceeded through the intersection and there are no vehicles proceeding in a direction not required to stop so close to the intersection as to constitute an immediate hazard.
A. 
Any person violating the weight restrictions on any roads or highways in the Village of East Troy shall be deemed to have caused or contributed to the damage of said road or highway, by way of excessive wear and tear, or by way of specific damages if the same can be established. Actual damages may also be ordered in addition to the fine.
B. 
In addition to any other violation of local or county ordinance or rule, Administrative Code or state statute, a separate citation may be issued against any person violating this section.
C. 
Any person owning or leasing a vehicle or operating or causing to be operated a vehicle which is in excess of Wisconsin Statutes weight limits, or Wisconsin Department of Transportation Administrative Code restrictions, shall be fined as a penalty for damage to any road or highway as follows: $50 plus an amount equal to $0.10 per pound which is in excess of the most restrictive weight limitation, as defined in any such ordinance or rule, Administrative Code or state statute.
D. 
"Person" is defined herein as any natural person, driver, operator, principal, agent, lessor, lessee, employee, partnership or corporation, or its officers.
