5.101. 
The County Council shall by ordinance create such boards and commissions as are required by applicable law.
5.102. 
The County Council may by ordinance create such other boards and commissions as it may deem beneficial.
5.103. 
The enabling ordinance shall prescribe the duties and functions of each board and commission, and shall specify the numbers of and duties and terms of the members.
5.104. 
Members of all boards and commissions shall be appointed by the County Executive with approval of the Council or as required by applicable law.
5.105. 
Membership on any County board or commission shall be limited to registered voters who shall have resided in St. Charles County for a period of not less than one (1) year.
5.106. 
Members of boards and commissions will serve without compensation unless specified by applicable law.
All County boards and commissions in existence as of December 31, 1992, shall continue to operate under the provisions of applicable law pertaining to them until the County Council establishes by ordinance any new provisions relating to them.
