Pursuant to the authority of Chapter 89, RSMo., there is hereby adopted certain rules and regulations pertaining to the use and subdivision of lots, tracts and parcels of land within the City of Bolivar, Missouri, as set forth in the Zoning and Subdivision Regulations as prepared for the City of Bolivar, Missouri, by Bucher and Willis, Consulting Engineers, Planners and Architects (July 1980) and said regulations are hereby made a part hereof by reference as if set forth at length, including all sentences, phrases, words, numbers, figures, drawings and other writings contained herein. NOTE: A copy of these regulations, including all amendments thereto, are included in Chapters 410 and 415.

There is hereby created zoning districts conforming to the various districts described in the above mentioned regulations, the boundaries of which are as shown on the District Zoning Map identified by Ordinance Number 782 and on file with the City Clerk of the City of Bolivar, Missouri, said map including all words, numbers, references, lines and other writings shown thereon being incorporated herein and made a part hereof by reference as if shown herein at length.

There is hereby created a Board of Adjustment whose membership, powers, rights and duties shall be as set forth and described in Article VIII of Chapter 410 of the above mentioned Zoning and Subdivision Regulations.

Amendments to this ordinance and the rules and regulations, maps and other provisions adopted hereby may be amended as described and set forth in Article IX of Chapter 410 of the above mentioned Rules and Regulations and as provided by Chapter 89, RSMo.

There is hereby created the office of Zoning Administrator whose duties, authorities and responsibilities shall be as set forth in the above mentioned rules and regulations or as provided by law. The Zoning Administrator shall be hired on an "at will" or contract basis as shall be determined by the Board of Aldermen from time to time. The Zoning Administrator shall be hired following the same process as is now or may in the future be used for the hiring of other hourly or salaried personnel.

There is hereby created the position of Deputy Zoning Administrator who shall work under the supervision of the Zoning Administrator to assist the Administrator in the performance of the Administrator's duties, and act in the Administrator's place and stead when the Administrator is absent or the office of the Administrator is vacant. The Deputy Zoning Administrator shall be hired as an "at will" employee by, and shall serve at the pleasure of, the City Administrator (or the person performing the duties of the City Administrator if the office is temporarily vacant). The Deputy Zoning Administrator shall be paid at such hourly or salaried rate as may be determined from time to time in budgets adopted by the Board of Aldermen.

There is hereby adopted certain procedures for the enforcement of violations and the imposition of penalties for violators of the rules and regulations hereby adopted as set forth in the Enforcement Violation and Penalties Section of the above mentioned regulations.
