A. 
No person, firm or corporation shall permit, allow or cause the deposit of mud, dirt, litter, debris or other foreign matter on any public street or sidewalk in an amount detrimental to or causing a hazard to public users of the street or sidewalk.
B. 
No person, firm or corporation shall permit, allow or cause the runoff of water from land in the possession, management or control of such person, firm or corporation, leaving the deposit of mud, dirt, litter, debris or other foreign matter on any public street or sidewalk in an amount detrimental to or causing a hazard to public users of a street or sidewalk.
C. 
No person, firm or corporation shall permit any object placed, used or maintained which projects onto, into or over any part of any public street.
D. 
No person, firm or corporation shall permit any obstruction placed, installed, maintained or used:
1. 
Within three (3) feet of a marked crosswalk;
2. 
Within five (5) feet of any fire hydrant, call box or other emergency facility; or
3. 
Within five (5) feet of a driveway.
E. 
No person, firm or corporation shall permit any obstruction that requires more than thirty-three percent (33%) of the available sidewalk area in its given location, except as otherwise permitted by law.
F. 
No person, firm or corporation shall obstruct any public street, alley, or sidewalk by placing thereon, without the permission of the City, any post, sign, building, structure of goods or personal property of any description, except as otherwise permitted by law.
G. 
No person, firm or corporation shall remove snow from private property and place such snow upon any public street, alley or sidewalk, or any other public land, unless permission is obtained from the Superintendent of the Street Department.
H. 
Any person, firm or corporation in violation of this Section shall, upon notice, remove any such obstruction within forty-eight (48) hours after notice of such obstruction. If the obstruction is not removed within said time, the Superintendent of the Street Department shall be authorized to remove such obstruction.

Violation of Section 265.010 shall be punished by a fine, when combined with the amount of court costs, of not more than two hundred dollars ($200.00) for the first violation within a twelve-month period, not more than two hundred seventy-five dollars ($275.00) for the second violation within a twelve-month period, not more than three hundred fifty dollars ($350.00) for the third violation within a twelve-month period, and not more than four hundred fifty dollars ($450.00) for the fourth and any subsequent violation within a twelve-month period.
