The Building Inspector or his duly designated representative shall be the Administrative Officer for all purposes of this Chapter. The Administrative Officer is authorized and directed to enforce the provisions of this Chapter.

All orders or decisions of the Administrative Officer in relation to the enforcement of this Chapter shall be in writing. A copy of such order or decision shall be supplied to each party in interest. Any party aggrieved by such decision or order may appeal to the Board of Adjustment.

Upon written request, the Administrative Officer shall issue a certificate of occupancy for any building or land for the use of zoning certification existing on September 1, 1988, or on the date of any amendment hereto, stating whether such use is a conforming use or a nonconforming use.

A. 
Required. No building shall be constructed, erected, reconstructed, structurally altered, enlarged or moved unless and until a zoning permit is secured from the Administrative Officer upon written application.
B. 
Filing. The application shall be obtained at City Hall and shall be filed at City Hall stating the location of the building, the intended use and occupancy of the building, and such other information as may be necessary to the enforcement of this Chapter.
C. 
The application and any other explanatory matter filed by the applicant shall be kept and preserved in the office of the Administrative Officer.
D. 
Prior to issuance of a zoning permit from the Administrative Officer, the application must be reviewed by the Planning Commission and referred to the Council for approval by resolution if the proposed construction will be used for any of the following purposes:
1. 
Schools.
2. 
Hospitals.
3. 
Churches.
4. 
Nursing homes.
5. 
Parks or playgrounds.
6. 
Libraries.
7. 
City or Government offices or buildings.
8. 
Public swimming pools.
E. 
Any application before the Planning Commission shall be reviewed by them sitting as a Zoning Commission. The Planning Commission shall follow the same procedure and utilize the same rules as any other matter before them as a Zoning Commission. Upon review of the application by the Planning Commission, they shall either recommend for or against the application. The recommendation of the Planning Commission shall then be referred to the Council, who shall approve or deny the application.
F. 
Issuance. No zoning permit shall be issued unless the proposed erection, construction, reconstruction, alteration, occupancy and use of buildings, structures and land conform to the regulations of this Chapter. The application for the zoning permit together with any other explanatory matter filed by the applicant shall be prima facie evidence of the facts necessary to determine such conformity, provided, a zoning permit issued in violation of this Section shall be of no force or effect nor shall it confer upon the applicant any right or privilege not authorized by the Chapter or stop the enforcement of any provisions hereof. If the application involves new construction, erection, reconstruction or alteration of buildings or structures, the applicant shall also file an application for such building permit or permits as may be required by other ordinances, and, in such case, the building permit shall not be issued until the zoning permit has been issued.
