In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on the highways or portions of highways named in § 450-35 of this article, the Mayor, in his discretion, may declare an emergency due to such hazards.
After any such emergency shall have been declared, it shall be unlawful during the period of any such emergency for any person to park a motor vehicle or tractor or allow the same to remain parked, on any highway or portion thereof named in § 450-35 of this article or to operate any motor vehicle or tractor on any such highway or portion thereof unless such motor vehicle or tractor shall be equipped with adequate equipment to provide sufficient traction to keep such vehicle or tractor in motion so that other traffic on such highways will not be blocked or seriously impeded.
A. 
In order to assist the operators of motor vehicles and tractors in determining the highways affected by § 450-33 of this article, the Mayor or Chief of Police shall place around the utility poles on the highways or portions thereof designated in § 450-35 of this article signs reading as follows:
SNOW EMERGENCY ROUTE
SNOW TIRES OR CHAINS REQUIRED
NO PARKING DURING EMERGENCY
VEHICLES TOWED AWAY
B. 
The Mayor or Chief of Police shall also, through radio, newspaper or other available media, disseminate information as to the existence of such an emergency.
The highways or portions thereof to which the provisions of § 450-33 shall be applicable during all periods of declared emergency as provided in § 450-32 of this article are as follows: such highways as are designated as "Snow Emergency Routes" by the Mayor or the Chief of Police in a public announcement and those highways where signs, as specified in § 450-34, have been installed.

A. 
During the course of any snowfall or ice accumulations deemed by the Mayor to be hazardous to pedestrian and vehicular traffic, parking shall be prohibited on the even-numbered (house numbers) side of Borough streets until such time as plowing is completed on said side of streets; except on LaCrosse Avenue and the 1000 Block of Broadway Boulevard, parking shall be prohibited on the uneven numbered side of the street. Also excepted is the 900 Block of New Holland Road and Upland Avenue; parking restrictions will be posted after the storm.
B. 
After 8:00 a.m. on the day immediately following any such snow storm, parking shall be prohibited on the uneven-numbered side of all Borough streets until such time as plowing is completed on said side of street, except on LaCrosse Avenue and the 1000 Block of Broadway Boulevard, parking shall be prohibited on the even-numbered side of the street.
Borough police are hereby authorized to have any vehicle which is in violation of this article towed away at the expense of the owner.[1]
