As a legislative purpose, it is deemed necessary to the safety, health and general welfare of the inhabitants of Sleepy Hollow that the hours of operation of barber shops, haircutting salons, hairdressers, beauty parlors, and similar types of establishments be prohibited between the hours of 10:00 p.m. and 7:00 a.m.
As used in this chapter, the following terms shall have the meanings indicated:
BARBER
One whose business is cutting, dressing, grooming or styling hair, shaving and trimming beards, and performing related services.
BARBER SHOP
The place of business of a barber.
BEAUTY PARLOR
An establishment providing individuals with services to improve their beauty, such as hairdressing, manicuring, pedicuring, tanning, facial treatments, and massage, including the sale of goods related to such services.
HAIRCUTTING SALON
The place of business of a hairdresser, barber, or hair stylist.
HAIRDRESSER
One who cuts, arranges, styles, colors, dresses, or washes hair.
No barber shop, haircutting salon, hair dresser, beauty parlor, or similar type of establishment shall be open for business between the hours of 10:00 p.m. and 7:00 a.m.
Any person violating any of the provisions of this chapter shall, upon conviction, be subject to a fine not to exceed $250, 15 days' imprisonment, or both, for each offense.
