The name of the Board described in this division is the Rappahannock
Area Community Services Board.

The purposes and duties for which the Rappahannock Area Community
Services Board has been established are:
A. Those set forth in Code of Virginia, § 37.1-194 et seq.
B. To review and evaluate community mental health and retardation programs
and facilities.
C. To submit to governing bodies programs for community mental health
and retardation.

A. The Rappahannock Area Community Services Board shall consist of 15
members, to be appointed by the governing bodies of the five member
jurisdictions, consisting of King George County, Caroline County,
Spotsylvania County, Stafford County, and the City of Fredericksburg.
The governing body of each jurisdiction shall appoint three members
from that locality. Appointments shall be broadly representative of
the community, to include consumers and family members of consumers
and sheriffs or their designees, when practicable. The City shall
not be represented on the Board by more than one elected official.
B. All Board members shall serve staggered terms of three years, beginning
on July 1 of the year of appointment. Vacancies shall be filled for
unexpired terms in the same manner as original appointments. No person
shall be eligible to serve more than three full three-year terms;
provided, however, that persons appointed prior to July 1, 1998, to
fill vacancies may serve three additional three-year terms. Any City
representative on the Board may be removed by the City Council for
cause, after being given a written statement of the causes and an
opportunity to be heard thereon.
C. Appointees shall reside in the City at all times.
