The City Administrator shall appoint some suitable person to the office of City Clerk and the appointment shall be confirmed by a majority vote of all the members of the City Council to be valid. The City Clerk shall serve at the pleasure of the City Council.

The person appointed to the office of City Clerk shall be a resident of the Central R-3 School District and a qualified voter of the State.

It shall be the duty of the City Clerk to supervise all assistant City Clerks, secretaries to the City Clerk and bookkeepers assigned to his/her department.

The City Clerk may administer oaths or affirmations to parties and witnesses in any case which the City Council may deem it necessary for the due examination of any account or claim against the City presented to be audited.

The City Clerk shall attend all meetings of the City Council and keep a true and correct record of the business transacted thereby.

The City Clerk shall at each regular meeting render his/her accounts, with the proper vouchers, to the City Council, who shall settle and adjust the same.

It shall be the duty of the City Clerk, as soon as practical after the adjournment of any regular, adjourned or special meeting of the City Council, to cause any original ordinance, passed at the meeting to be bound in a strong and substantial book and properly labeled and indexed, as to its number and date of becoming a law.

The City Clerk shall keep a true and accurate record of the accounts between the City and the City Treasurer, charging the City Treasurer with all monies received into the Treasury, specifying the source from which the monies have been derived.

The City Clerk shall keep a true and accurate record of all the accounts between the City and all other officers, persons or bodies corporate who may have the collection of any money for the City, charging each with the amount which may be in his/her hands for collection, or with blank licenses or certificates, and crediting him/her with all payments made into the City Treasury.

The City Clerk shall keep and preserve in his/her office all records and public documents not properly belonging to any other office.

The City Clerk shall issue and countersign all City warrants or City bonds which have been ordered by the City Council, and he/she shall keep a register thereof, showing the number, date and amount thereof, the names of the person to whom and on what account they are issued and when they are redeemed.

The City Clerk shall not draw a warrant on the Treasury in favor of any person indebted to the City, or the assignee of any such person, except for the balance which may appear to be due to any such person over and above the debt due the City; nor in favor of any officer who is in arrears or in default to the City.

The City Clerk, whenever required, shall furnish the Mayor, City Council, committees thereof or City Attorney copies or abstracts of any books, accounts, records, vouchers or documents in his/her office, or any information in relation to anything pertaining to his/her office, or to the revenue of the City. He/she shall at all times permit the Mayor, any Councilperson or any City Officer interested to examine any books, papers or documents in his/her office.
