For the purposes of this Chapter, a "contractor" is defined as any person, entity, firm or company that performs, for pay, work for others and includes both those who work as a general contractor and those who work as a subcontractor. No person shall, either directly or indirectly, engage in the business of, or perform work as a contractor in connection with, building construction work, remodeling work, electrical work, mechanical work, plumbing work, or tree trimming in the City until he/she has applied for and received a license from the Director of Community Development as a contractor. For the purpose of this Section, tree trimming includes clipping, cutting, shearing, pruning, or removing of trees.

A. 
All applications for a contractor's license as provided for in this Chapter shall be submitted to the Director of Community Development on forms provided for the purpose. The applications shall certify that the applicant will abide by and be governed by the rules and regulations set forth in the various technical codes adopted in this Chapter applicable to the work he/she will perform.
B. 
Each application shall be accompanied with a certificate of insurance in the amount specified. The applicant shall be listed as the insured on the certificate. All contractors, regardless of craft/trade, shall possess a general liability insurance policy in the amount of no less than five hundred thousand dollars ($500,000.00). No license shall be issued until proof of insurance is provided.
C. 
Each application shall be accompanied by a certificate of insurance for Workers' Compensation coverage or an affidavit, as required by Section 287.061, RSMo., signed by the applicant attesting that the contractor is exempt.
D. 
No license granted under the provisions of this Code shall be transferable or assignable.
E. 
The term of licenses for contractors shall run yearly on the same renewal schedule as general merchants' licenses found in Chapter 605 of the Municipal Code.

A. 
A fee of twenty-five dollars ($25.00) shall be paid annually for all contractors' licenses regardless of craft/trade. Fees for licenses will be prorated on the first year of issue.
B. 
The City Collector shall collect all license fees and administer license renewals following their issuance by the Director of Community Development.

Any person failing to comply with the requirements of this Chapter shall be referred to the City Attorney for prosecution in the Municipal Court for violation of the City Code and if found guilty, the punishment shall be a fine not exceeding five hundred dollars ($500.00) for each offense.

Building Permits — New Construction, Residential Structures.

1. 
Single-Family Dwellings.
a. 
No permit fee for floor area of each floor including the basement and crawl space square footage.
b. 
Permanent detached garages: seven and one-half cents ($0.075) per square foot of gross floor area of each floor.
2. 
Two-Family Dwellings.
a. 
Seven and one-half cents ($0.075) per square foot of gross floor area of each floor. The basement square footage and the crawl space square footage shall be included as floor area for the purpose of calculating the permit fee.
b. 
Permanent detached garages: seven and one-half cents ($0.075) per square foot of gross floor area of each floor.
c. 
Minimum building permit fee: fifty dollars ($50.00).
B. 
Building Permits —New Construction, Multi-Family, Commercial, And Industrial Structures.
1. 
Ten thousand (10,000) square feet and under: eight and one-half cents ($0.085) per square foot of gross floor area. The basement square footage and the crawl space square footage shall be included as a floor area for the purpose of calculating the permit fee.
2. 
Over ten thousand (10,000) square feet: nine cents ($0.09) per square foot of gross floor area. The basement square footage and the crawl space square footage shall be included as a floor area for the purpose of calculating the permit fee.
3. 
Minimum building permit fee: seventy-five dollars ($75.00).
C. 
Building Permits — Alteration, Residential Structures.
1. 
Single- and two-family dwellings: five and one-half cents ($0.055) per square foot of the gross floor area per each floor under construction. The basement square footage and the crawl space square footage shall be included as a floor area for the purpose of calculating the permit fee.
2. 
Permanent detached garages: five and one-half cents ($0.055) per square foot of the gross floor area per each floor under construction.
3. 
Minimum building permit fee: thirty dollars ($30.00).
D. 
Building Permits — Alteration, Multi-Family, Commercial, and Industrial Structures.
1. 
Ten thousand (10,000) square feet and under of affected area: six and one-half cents ($0.065) per square foot of the gross floor area per each floor under construction. The basement square footage and the crawl space square footage shall be included as a floor area for the purpose of calculating the permit fee.
2. 
Over ten thousand (10,000) square feet: seven cents ($0.07) per square foot of the gross floor area per each floor under construction. The basement square footage and the crawl space square footage shall be included as a floor area for the purpose of calculating the permit fee.
3. 
Minimum building permit fee: thirty dollars ($30.00).
E. 
Accessory structure permits: thirty dollars ($30.00). Accessory structure permits include but are not limited to pools, portable and permanent buildings, carports both permanent and portable, pergolas, gazebos, decks not attached to the main structure, and fences.
Note: Some of the listed items above are exempt from a permit per Section 500.100(A)(1) and therefore require no fees.
F. 
Mechanical permit: thirty dollars ($30.00). Mechanical work for new construction or alterations requiring a building or accessory structure permit. A permit is also required for the installation of new items outside the scope of maintenance.
G. 
Electrical permit: thirty dollars ($30.00). Electrical work for new construction or alterations requiring a building or accessory structure permit. A permit is also required for the installation of new items outside the scope of maintenance.
H. 
Plumbing permit: thirty dollars ($30.00). Plumbing work for new construction or alterations requiring a building or accessory structure permit. A permit is also required for the installation of new items outside the scope of maintenance.
I. 
Demolition permit fee: thirty dollars ($30.00). Fee shall be required for all structures that have a gross floor area of four hundred (400) square feet or greater.
J. 
Development permit fee: thirty dollars ($30.00). Fee shall be required for all excavations, filling, and other similar activities taking place on lots.
1. 
A permit is not required for activities such as gardening, landscaping, and similar items as long as the activity does not obstruct, reroute, or manipulate the lot to cause unwanted conditions such as flooding or debris runoff.
K. 
Fire prevention permit: thirty dollars ($30.00). Fee shall be required for the following:
1. 
Sprinkler system installations.
2. 
Hood suppression system installations.
3. 
Fireworks stands and stores.
L. 
Mechanical, Electrical, Plumbing, Demo Or Development Permit. A permit shall be required for individual mechanical, electrical, plumbing, demo or development trade work. A separate mechanical, electrical, plumbing demo or development permit shall not be required when work is performed as part of an approved building permit for new construction, addition, alteration or change of use.

A. 
Applications for building permits shall be accompanied by plans and specifications of such detail as to adequately describe the structure proposed to be built. All plans submitted shall be reviewed by the Director of Community Development. No permit shall be issued until the required plans have been submitted and approved. The Director of Community Development shall determine the appropriate types and level of detail of plans required for each type of permit issued. Plans for all structures, other than single- and two-family residential dwellings and accessory uses thereto, shall be prepared by a registered design professional licensed in the State of Missouri in accordance with the requirements of the Building Code adopted by this Chapter.
B. 
Plans submitted for buildings, whose physical gross area exceeds the Base Tabular Area of Table 503 of the Building Code, are subject to plan review by the City Engineer. The permit applicant shall be responsible to pay the actual cost of plan review. Plan review fees shall not exceed five hundred dollars ($500.00) in any case.
