A. 
These signs are permitted in all zoning districts for the following uses and purposes without the need for a sign permit. Such signs shall not count as part of the maximum permitted sign area, maximum number of signs per lot or building, and other bulk and design regulations. No sign permitted by this Section shall be displayed in a manner that would otherwise cause it to be prohibited. All signs permitted in this Section shall comply with all applicable codes and ordinances in regard to design, illumination, placement, construction and maintenance:
1. 
Address And Nameplates. Not exceeding one (1) square foot in area.
2. 
Artwork.
3. 
Athletic scoreboards.
4. 
Construction Identification Signs. For construction on or development of a lot, one (1) sign per street frontage, not more than forty-eight (48) square feet in area and a maximum of twelve (12) feet in height (if freestanding). Construction signs shall be removed upon issuance of an occupancy permit.
5. 
Directional Signs. For each permitted or required parking area, one (1) sign not more than four (4) square feet in area designating each entrance and/or exit is allowed. In addition, three (3) other on-premises directional signs per lot, a maximum of four (4) square feet each, shall be allowed. No directional sign shall exceed three and one-half (3 1/2) feet in height if an individual freestanding sign rather than a wall sign.

Flags. Flags identifying political entities (U.S. flag, State flags, City flags, etc.) or non-commercial entities or organizations (Red Cross, POW/MIA, etc.) shall be permitted in any number and without permits. Flags identifying commercial entities shall be limited to one (1) per lot. If additional flags are displayed, they will be considered attention-getting devices and require a temporary sign permit.
7. 
For Sale Or Rent Signs. For each residential lot: up to two (2) "For Sale" or "For Rent" signs, not more than twelve (12) square feet in area and no more than eight (8) feet in height (if freestanding). For each commercial lot: one (1) "For Sale" or "For Rent" per street frontage [maximum of two (2) signs] may be permitted, up to a maximum of thirty-two (32) square feet in area and twelve (12) feet in height (if freestanding) for each sign, to advertise the sale and leasing of the premises.
8. 
Government and governmental endowment signs.
9. 
Holiday signs and decorations.
10. 
Home occupation signage.
11. 
Instructional Signs. Instructional signs four (4) square feet in area or less and eight (8) feet or less in height (if freestanding).
12. 
Interior signs.
13. 
Legal/Public Notices. Any public notice or warning required by applicable Federal, State or local law, regulation or ordinance.
14. 
Memorial signs.
15. 
Picketers And Picket Signs. They may only operate under permission of the owner of the site on which the event occurs or in a designated public space (common ground, sidewalks, etc.). Their activities shall not impede vehicular or pedestrian traffic or constitute a safety hazard.
16. 
Non-Commercial Signs. Such signs shall not exceed thirty-two (32) square feet in area and a height of eight (8) feet in residential areas or a height of twelve (12) feet in commercial areas (if freestanding).
17. 
Residential Directional Signs. Signs placed by a real estate agent or homeowner to advertise the sale or lease of an individual home within the City of Park Hills and direct potential buyers to the subject property. These signs are not to exceed four (4) square feet in size and may be placed within the subdivision the home is located in and/or outside the subdivision for a radius of two (2) miles, provided they have the permission of the owner of the ground on which the sign is located. Signs may be installed at any time and left in place until the home is sold. All signs shall conform to the visibility requirements of the City pertaining to intersections per Section 535.070(A)(8).

Temporary Non-Business Special Event Signs. For a temporary event of public interest sponsored by an institutional use or a non-profit entity, such as a neighborhood garage sale, fund-raiser, church fair, carnival, festival, concert, parade or similar event.
a. 
On-Site Identification Signs. Two (2) wall, banner or freestanding signs not over fifty (50) square feet in area for each such sign and at a height of eight (8) feet in residential areas or twelve (12) feet in commercial areas (if freestanding), located upon the site of the event shall be permitted. Such sign shall not be erected more than fifteen (15) days before the event and shall be removed not more than three (3) days after the event.
b. 
Barkers. A maximum of two (2) barkers may be active during the day of the event. They may only operate under permission of the owner of the site on which the event occurs or in a designated public space (common ground, sidewalks, etc.) and may not operate in the public right-of-way. Their activities shall not impede vehicular or pedestrian traffic or constitute a safety hazard. For each barker on site under the age of sixteen (16), there shall be one (1) competent person of legal majority on site to supervise their activities.
19. 
Time And Temperature Signs. Time and temperature signs not exceeding twelve (12) square feet in area. Such signs shall comply with all electrical codes. Such signs may be a wall, window or other permitted sign type.
20. 
Window Signs And Displays. Any sign placed on the outside of a window, except for individual letters painted directly onto the window, shall be considered a wall sign.
21. 
Political campaign signs.
22. 
Banners. A maximum of two (2) banners not over fifty (50) square feet in area for each banner in commercial areas and maintained in serviceable condition.
