The Finance Committee shall have the primary responsibility for the following-described activities and matters:
A. 
The examination, review and approval of all vouchers prior to their submission to the Council for authority to pay the same.
B. 
The administration, practices and procedures of the following:
(1) 
The Town Clerk/Administrator.
(2) 
The Tax Collector.
(3) 
The Tax Assessor.
(4) 
The Certified Municipal Finance Officer.
C. 
The initiation of foreclosure action and subsequent administration and disposition of property acquired by the Town under foreclosure of tax title liens.
D. 
The coordination of department budgets; the preparation of budgetary figures relating to the activities above mentioned; the final preparation, explanation and continuing supervision of the entire municipal budget.
E. 
The review, revision and all other matters pertaining to any insurance coverage of the Town.
F. 
It shall also serve as the liaison between the Council and the following:
(1) 
Registered Municipal Accountants and any other body or organization on fiscal matters.[1]

The Police Committee shall have primary responsibility for the following activities and matters:
A. 
The administration, practices, procedures of the following:
(1) 
Police Department.
(2) 
Highway, traffic and all parking matters (except the construction and maintenance of municipal parking lots).
B. 
It shall also serve as the liaison between the Council and the following:
(1) 
Municipal Court and Municipal Judge.
(2) 
Animal Control.
(3) 
Emergency Management.
The Fire, Rescue and Public Utilities Committee shall have primary responsibility for the following-described activities and matters:
A. 
The administration, practices and procedures of the following:
(1) 
Goodwill Fire Company.
(2) 
Belvidere Ambulance Corps.
(3) 
Sewer Utility.
B. 
It shall also serve as the liaison between the Council and the following companies or their successors:
(1) 
Transportation companies.
(2) 
New Jersey American Water.
(3) 
Jersey Central Power and Light.
(4) 
Elizabethtown Gas.
(5) 
Embarq Telephone.
(6) 
Comcast Cable.
The Historic, Land Use, Environmental and Economic Development Committee shall have primary responsibility for the following-described activities and matters:
A. 
The administration, practices and procedures of the following:
(1) 
Historic Preservation Commission.
(2) 
Economic Development and Tourism Committee.
(3) 
Shade Tree Commission.

B. 
It shall also serve as the liaison between the Council and the following:
(1) 
Planning Board.
(2) 
Zoning Board of Adjustment.
The Streets and Buildings Committee shall have the primary responsibility of the following-described activities and matters:
A. 
The administration, practices and procedures of the following:
(1) 
Roads construction, improvements, maintenance and cleaning, including street openings.
(2) 
Construction and maintenance of sidewalks and curbs.
(3) 
Maintenance of and operation of the municipal garage.
(4) 
Maintenance of vehicles and other mechanical equipment as assigned.
(5) 
Off-street parking lots construction, improvement, maintenance and cleaning.
(6) 
Stormwater collection and disposal.
B. 
It shall also serve as the liaison between the Council and the following:
(1) 
State and County Highway Departments, except in traffic matters which are under the jurisdiction of the Police Committee.
(2) 
Recycling.[1]

(3) 
Environmental Commission.
The Recreation and Education Committee shall have primary responsibility for the following-described activities and matters:

The administration, practices and procedures of the following:
(1) 
Recreation Committee.
(2) 
Pool Commission.
(3) 
Celebrations and special events.

It shall also serve as the liaison between the Council and the following:
(1) 
Belvidere Free Public Library.
(2) 
Belvidere Board of Education.
(3) 
Belvidere Boy and Girl Scouts.
(4) 
BYAA, Wildcat Football, Midget Wrestling.
