Pursuant to P.L. 2015, c.23,[1] the Toms River Police Department is authorized to participate in, and to acquire equipment and materials through, any program established by the United States Department of Defense under 10 U.S.C. § 2576, informally known as the "Federal 1033 Program."

A. 
The Police Department must receive written approval from the Mayor, or, if so designated by the Mayor, the Business Administrator, prior to the acquisition of any equipment or materials under any program established by the United States Department of Defense under 10 U.S.C. § 2576.
B. 
To acquire equipment and materials under any program established by the United States Department of Defense under 10 U.S.C. § 2576, the Chief of Police must submit a formal written request to the Mayor or, if so designated by the Mayor, the Business Administrator, describing the nature and type of the desired equipment and materials and their intended use and benefit.
